On Sunday December 21, 2014 members of the City of Poughkeepsie Police Department Neighborhood Recovery Unit and Emergency Services Unit conducted a search warrant at 86 Montgomery Street, Apartment 1. This search warrant was the end result of an investigation into illegal drug sales at the location.

As a result of the investigation, officers recovered a quantity of “crack” cocaine and a quantity of MDMA and took the following subjects into custody:

Leroy C. Hancock, Jr. (date of birth 7/05/51) of 86 Montgomery Street, Apartment #1, was arrested and charged with criminal possession of a controlled substance in the third degree, a class B felony and criminal tampering with physical evidence, a class E felony.

Jessica Sullivan (date of birth 9/02/78) of 20 High Falls Rd., Saugerties was arrested and charged with criminal tampering with physical evidence, a class E felony, criminal possession of a controlled substance in the seventh degree, a class A misdemeanor and loitering for the unlawful use of a controlled substance, a class B misdemeanor.

William A. Richmond (date of birth 6/05/66) of 86 Montgomery Street, Apartment #1, was arrested and charged with criminal possession of a controlled substance in the seventh degree, a class A misdemeanor and loitering for the unlawful use of a controlled substance, a class B misdemeanor.

Lawrence W. Treadwell (date of birth 11/24/58) of Clinton Corners was arrested and charged with loitering for the unlawful use of a controlled substance, a class B misdemeanor. Treadwell also has an outstanding arrest warrant from the Town of Hyde Park for assault in the second degree, a class D felony.

The following subjects were all arrested and charged with and loitering for the unlawful use of a controlled substance, a class B misdemeanor: Jennifer L. Dupont (date of birth 11/16/82) of Poughkeepsie; Kathy L. Thorne (date of birth 6/08/95) of Millerton; Michelle M. Ruiz-Rodriguez (date of birth 8/25/73) of Hyde Park; Shqiponje D. Gjokaj (date of birth 1/13/91) of Wappingers Falls; William A. Richmond-Sablo (date of birth 3/26/89) of Poughkeepsie; Howard C. Beneway, Jr. (date of birth 5/19/85) of Poughkeepsie; Craig N. Royal (date of birth 11/15/68) of Clintondale; Otis L. Oates (date of birth 1/19/71) of Poughkeepsie; Daniel R. Tierney (date of birth 9/19/66) of Poughkeepsie.

Hancock, Sullivan, Treadwell, Dupont, Thorne, Ruiz-Rodriguez and Gjokaj were all arraigned and remanded to the custody of the Dutchess County Jail. All others are being held at the City of Poughkeepsie Police Department pending arraignment at City of Poughkeepsie Court.
