Package Theft

Package Theft

The holidays are a time of year when there is an increase in packages being transported via mail services (UPS, Fed Ex, USPS, DHL, etc.). Unfortunately, theft of packages/mail left in plain view also increases during the holiday season. Please remember these tips to help prevent mail theft:

-Request Signature Confirmation for packages when available. Signature Confirmation requires the recipient of the package to sign for the item before it is left at the destination.

-When ordering an item, try to select a shipping service that will allow you time to retrieve the package in a timely fashion. Packages left in plain view for more than 24 hours will likely be targets of theft.

-If you are expecting a package and know you will be unavailable for more than 24 hours, have your mail held at the post office. You could also have a trusted friend or neighbor hold your mail for you.

-Purchase insurance on packages if it is offered. If you are not sure if it is offered, ask about it.

-Promptly contact the sender if you are suspicious that you something may have happened to your package/ mail.

-If you have an understanding boss, have your packages delivered to you at work.

-Track packages online to see exactly when they’re sent to your house for delivery.

- Leave special instructions for where to deliver the packages. A good place is on the side or back of the house, so that the package is out of site from the road.

-Always be alert for suspicious activity in your area and report the activity.

Please keep these tips in mind and have a safe, happy holiday season.

Halloween Safety Tips

The Branford Police Department would like to provide the following safety tips to the citizens of Branford as they prepare to have a safe and happy Halloween.

- Carving pumpkins and creating Jack O’ Lantern’s is a traditional Halloween pastime. Young children should be supervised at all times when carving pumpkins. Use caution in providing tools/knifes that are sharp and may cause injury. Use safety knives that have smooth or rounded edges. Sharp or serrated knifes should be used ONLY by an adult.

- Place Jack O’ Lanterns, candles, and other items with flames in a safe location where it can not be knocked over and away from items or articles that can catch on fire. Consider using a small light battery-powered light bulb inside Jack O’ Lanterns instead of a candle.

- When decorating for Halloween be sure not to obscure lighting. Be sure to keep your walk-ways and porches clear and unobstructed as to avoid someone tripping or falling at night. Consider providing additional lighting on Halloween if your property is fairly dark.

- Prepare now for a plan concerning household pets that may be frightened or agitated by sights, sounds, or people on Halloween night.

- Discuss with your child safety and rules for Trick or Treating on Halloween night. Plan and review the route and behavior acceptable by your child on Halloween. Be sure to discuss situations in what to do if your child is lost or confronted by a stranger. Review with your child how to call 911 if needed.

Bicycle Theft Prevention

The summer season is a popular time for bicycle theft. The number of individuals riding bicycles increases with the warm weather. The following are tips that can be used to help prevent bicycle theft.

At Home

Keep the bike locked out of sight in a garage or shed.

Secure the bike with a lock to a fixed heavy object for additional safety.

Keep the bike out of plain view when not in use.

In Public

Always use a bicycle lock when not in use, even if unattended for just a few minutes. Ensure the lock is placed through the frame and the wheels.

Leave the bike in a well-lit open space where any thief may be noticed.

Use a dedicated bike park if available or secure to an immovable object like a lamppost or railing.

Additional Tips

When travelling by car with a bike rack, take care not to leave the bike unattended especially in busy car parks or motorway service stations.

The best bike locks can be expensive but budget in line with the cost of the bike. A quality steel D-shaped lock, for example, is worth the price if being used on an expensive bike.

Apartment owners should take care not to leave bikes in apartment block stairwells due to lack of interior space. If they have to be left, invest in a quality lock and secure to a fixed object as above.

CraigsList Scams

Internet crime and fraud is on the rise in the United States. One popular website where people frequently may come into contact with a scam is CraigsList.org. CraigsList’s setup is similar to the Classifieds Section of a Newspaper. Below are some samples of Scams as well as precautionary tips and details (provided by CraigsList themselves) on how you can avoid being a victim of a scam and ripped off:

    * DEAL LOCALLY WITH FOLKS YOU CAN MEET IN PERSON - follow this one simple rule and you will avoid 99% of the scam attempts on craigslist.

    * NEVER WIRE FUNDS VIA WESTERN UNION, MONEYGRAM or any other wire service - anyone who asks you to do so is a scammer.

    * KNOW THAT FAKE CASHIER CHECKS & MONEY ORDERS ARE COMMON, and BANKS WILL CASH THEM AND THEN HOLD YOU RESPONSIBLE when the fake is discovered weeks later.

    * REMEMBER THAT CRAIGSLIST IS NOT INVOLVED IN ANY TRANSACTION, and does not handle payments, guarantee transactions, provide escrow services, or offer "buyer protection" or "seller certification"

    * NEVER GIVE OUT FINANCIAL INFORMATION (bank account number, social security number, eBay/PayPal info, etc.)

    * AVOID DEALS INVOLVING SHIPPING OR ESCROW SERVICES and know that ONLY A SCAMMER WILL "GUARANTEE" YOUR TRANSACTION.

Examples of Scams
1. Someone claims that craigslist will guarantee a transaction, certify a buyer/seller, OR claims that craigslist will handle or provide protection for a payment.

    * These claims are fraudulent, as craigslist does not have any role in any transaction.
    * Scammer will often send an official looking email that appears to come from craigslist, offering a guarantee, certifying a seller, providing payment services -- all such emails are fakes!

2. distant person offers a genuine-looking (but fake) cashier’s check

    * you receive an email (examples below) offering to buy your item, or rent your apartment, sight unseen.
    * cashier’s check is offered for your sale item, as a deposit for an apartment, or for just about anything else of value.
    * value of cashier’s check often far exceeds your item - scammer offers to "trust" you, and asks you to wire the balance via money transfer service
    * banks will often cash these fake checks AND THEN HOLD YOU RESPONSIBLE WHEN THE CHECK FAILS TO CLEAR, including criminal prosecution in some cases!
    * scam often involves a 3rd party (shipping agent, business associate owing buyer money, etc)

3. Someone requests wire service payment via Western Union or MoneyGram:

    * Scam "bait" items include apartments, laptops, plasma TVs, cell phones, tickets - but could be almost anything
    * Often claim that an MTCN or confirmation code is needed before he can withdraw your money - this is FALSE, once you’ve wired money, it is GONE.
    * Common countries currently include: Nigeria, Romania, United Kingdom, Ukraine, Spain, Italy, Netherlands - but could be anywhere
    * Apartment listing may be local, but landlord/owner is "traveling" or "relocating" and needs you to wire money to them abroad
    * Deal often seems too good to be true, price is too low, rent is below market, etc

4. distant person offers to send you a money order and then have you wire money:

    * this is ALWAYS a scam, in our experience - the cashier’s check is FAKE
    * sometimes accompanies an offer of merchandise, sometimes not
    * scammer often asks for your name, address, etc for printing on the fake check
    * deal often seems too good to be true

5. distant seller suggests use of an online escrow service.

    * most online escrow sites are FRAUDULENT, operated by scammers
    * for more info, do a Google search on "fake escrow" or "escrow fraud"

6. distant seller asks for a partial payment upfront, after which he will ship goods

    * he says he trusts you with the partial payment
    * he may say he has already shipped the goods
    * deal often sounds too good to be true

7. foreign company offers you a job receiving payments from customers, then wiring funds

    * foreign company may claim it is unable to receive payments from its customers directly
    * you are typically offered a percentage of payments received
    * this kind of "position" may be posted as a job, or offered to you via email

Cold Weather Tips for Your Vehicle

Below are some helpful hints and tips for situations that may affect your vehicle in cold weather conditions.

Doors:

For a car door that is frozen shut, try pouring windshield wiper fluid around the door’s plastic gasket and in the cracks of the door.

Avoid using hot water to thaw your door because the water can exacerbate the situation by quickly re-freezing. Hot water also can melt some of the rubber on your car and can damage the paint.

Hot water, especially if it’s boiling water, is much hotter than your car was ever designed to be and that shows up very quickly in the finish in your car when you pour it over.

If all else fails, do not try and force the door open.

"The way cars are built today, you can actually leave a dent in the door or break the glass.

Windshield:

For a frozen windshield, try placing newspaper on top of the windshield the night before. The ice will develop over the newspaper and you can peel the paper (and the ice) off of your car.

Do not use hot water to thaw out.

If you pour hot water on cold glass, glass has a tendency to shatter.

Locks:

To get a key to turn a frozen lock, try pouring windshield wiper fluid into and over your keyhole. The washer fluid has alcohol that helps to dissolve the ice, is normally at a higher temperature because it is kept in your car or garage (which is typically warmer than outdoor temperatures) and will not damage the paint of your car.

If you choose to purchase a de-icer, use one with a nozzle so you can spray the liquid directly into the key hole, where ice is the thickest.

Heating the key -- Try warming the key under hot water before inserting it into the lock. Be careful not to get burned.

Automatic Windows and Windshield Wipers:

Don’t rely on the motor to break the ice

The ice is often stronger than the motor, and you’ll wind up burning out the window or you’ll burn out the windshield motor.

Instead, get out of the car and lift the wipers up and off of the windshield before you use them.

For side windows, break the rim of ice, especially around the rubber gasket at the bottom of the window, before you try moving them up and down.

An ice scraper intended to remove ice from vehicle windows works best.

Cold Weather Tips

Check daily on elderly friends, relatives and neighbors who live alone.

The elderly and very young should stay indoors as much as possible. Offer to shop for elderly friends and relatives. Just like in the summer with heat, it takes some time to get acclimated to cold weather.

Wear layered clothing outdoors for better protection from the cold. Wear a cap to prevent rapid heat loss from an uncovered head. Cover exposed skin to prevent frostbite.

While indoors, try to keep at least one room heated to 70 degrees. This is especially important for the elderly and small children to prevent hypothermia.

Avoid drinking alcoholic beverages.

Eat high energy foods along with warm beverages and soup.

Sleep warm with extra blankets, a warm cap, socks and layered clothing.

Avoid fatigue and exhaustion during cold weather. Overexertion, such as shoveling snow or pushing a car, can strain your heart.

Carry extra clothing, blankets and high energy snacks, such as cereal or candy bars in your car for protection if car stalls. Keep the gas tank near full to prevent icing. Don’t travel alone.

Be careful when using fireplaces, stoves or space heaters to stay warm. Carbon monoxide poisoning and home fires are very real winter hazards.

Extreme cold temperatures are a big danger during winter months. Prolonged exposure to the cold can cause frostbite, hypothermia, or in extreme cases death. In fact, excessive cold is one of the leading weather-related causes of death in the state. Infants and the elderly are most susceptible to extreme cold. Freezing temperatures can also cause damage to crops and property.

Frostbite occurs when the skin becomes cold enough to actually freeze. A loss of feeling and a white or pale appearance in extremities, such as fingers, toes, ear lobes, or the nose are symptoms of frostbite.

Hypothermia (Low Body Temperature) can occur during longer periods of exposure when the body temperature drops below 95 degrees. A person will become disoriented, confused, and shiver uncontrollably, eventually leading to drowsiness and apparent exhaustion. In severe cases, death is possible.

Cleaning Snow off Your Vehicle

Once snow or ice does arrive, take some extra time to make sure your car is clean and your visibility is good.

Clear off the entire car, not just the windows or a small clearing in the windshield. Winter conditions can cause poor visibility and it is vital that a driver can see all pedestrians and other motorists on the road.

Begin by clearing ALL the snow off the roof of your car with a proper snowbrush. Make sure you use a brush that is safe to be used on cars that will not cause damage. Next, clear off all the snow on the windows of your vehicle. Make sure every glass surface is clear and transparent by using a snowbrush and/or ice scraper. Your side-view mirrors, and all lights should be brushed and cleared as well. Follow-up with removing all the snow from the hood, trunk, and bumpers of your vehicle.

It is important to remove all snow entirely from your vehicle as a matter of safety. Snow that remains on the roof can slide off the roof and cover your windshield as you’re slowing down or coming to a stop, or can fly off onto someone else’s windshield obstructing the view of that motorist.

Clean your headlights. Even if you think they don’t need it. Your headlights are what will guide the way for you when visibility becomes difficult while driving, and will also be what shows oncoming motorists you are on the road. Salt, sand and other wintry crud can dramatically impair the effectiveness of your car’s headlights, even long after the last snowstorm. Whether you’re planning on driving at night or not, take a moment before every winter trip to clean off your headlights. At home, use a squeegee or paper towels to wipe the film off your headlights, before you take off.

Winter Driving Tips

Courtesy of Weather.com:

Driving safely on icy roads

Decrease your speed and leave yourself plenty of room to stop. You should allow at least three times more space than usual between you and the car in front of you.

Brake gently to avoid skidding. If your wheels start to lock up, ease off the brake.

Turn on your lights to increase your visibility to other motorists.

Keep your lights and windshield clean.

Use low gears to keep traction, especially on hills.

Don’t use cruise control or overdrive on icy roads.

Be especially careful on bridges, overpasses and infrequently traveled roads, which will freeze first. Even at temperatures above freezing, if the conditions are wet, you might encounter ice in shady areas or on exposed roadways like bridges.

Don’t pass snow plows and sanding trucks. The drivers have limited visibility, and you’re likely to find the road in front of them worse than the road behind.

Don’t assume your vehicle can handle all conditions. Even four-wheel and front-wheel drive vehicles can encounter trouble on winter roads.

If your rear wheels skid...

Take your foot off the accelerator.

Steer in the direction you want the front wheels to go. If your rear wheels are sliding left, steer left. If they’re sliding right, steer right.

If your rear wheels start sliding the other way as you recover, ease the steering wheel toward that side. You might have to steer left and right a few times to get your vehicle completely under control.

If you have standard brakes, pump them gently.

If you have anti-lock brakes (ABS), do not pump the brakes. Apply steady pressure to the brakes. You will feel the brakes pulse — this is normal.

If your front wheels skid...

Take your foot off the gas and shift to neutral, but don’t try to steer immediately.

As the wheels skid sideways, they will slow the vehicle and traction will return. As it does, steer in the direction you want to go. Then put the transmission in "drive" or release the clutch, and accelerate gently.

If you get stuck...

Do not spin your wheels. This will only dig you in deeper.

Turn your wheels from side to side a few times to push snow out of the way.

Use a light touch on the gas, to ease your car out.

Use a shovel to clear snow away from the wheels and the underside of the car.

Pour sand, kitty litter, gravel or salt in the path of the wheels, to help get traction.

Try rocking the vehicle. (Check your owner’s manual first — it can damage the transmission on some vehicles.) Shift from forward to reverse, and back again. Each time you’re in gear, give a light touch on the gas until the vehicle gets going.

Snow Shoveling Safety

While shoveling snow can be good exercise, it can also be dangerous for optimistic shovelers who take on more than they can handle. The following tips are provided to help you get a handle on safe shoveling:

Individuals over the age of 40, or those who are relatively inactive, or have a history of illness, should be especially careful.

If you have a history of heart or cardiovascular trouble, do not shovel without a doctor’s permission.

Do not shovel after eating or while smoking.

Take it slow! Shoveling (like lifting weights) can raise your heart rate and blood pressure dramatically; so pace yourself. Be sure to stretch out and warm up before taking on the task.

Be careful of falling! Consider putting salt down on driveways and sidewalks to melt or avoid the build-up of ice and slippery conditions.

Freshly fallen, powdery snow is easier to shovel than the wet, packed-down variety. It’s easier to shovel snow before it builds up to several inches high.

Push the snow as you shovel. It’s easier on your back than lifting the snow out of the way.

Don’t pick up too much at once. Use a small shovel, or fill only one-fourth or one-half of a large one.

Lift with your legs bent, not your back. Keep your back straight. By bending and "sitting" into the movement, you’ll keep your spine upright and less stressed. Your shoulders, torso and thighs can do the work for you.

Do not work to the point of exhaustion. If you run out of breath, take a break. If you feel tightness in your chest, stop immediately.

Dress warmly. Remember that extremities, such as the nose, ears, hands and feet, need extra attention during winter’s cold. Wear a turtleneck sweater, cap, scarf, face protection, mittens, wool socks and waterproof boots.

Remember it is important that all of your stairs, sidewalks, and walk-ways are fully shoveled and clear of snow and ice. A small path is better than a fully covered sidewalk, however it can still create a very dangerous hazard for pedestrians, postal carriers, deliveries, and Yourself.

Tree Safety Tips for the Holiday

Tree Safety:

Fresh Trees —When selecting your tree, make sure to shake the tree vigorously, tap it on the ground, and watch for excessive loss of needles. If the tree loses a lot of needles, it’s already drying out, and a dry tree significantly increases the risk of the tree catching fire in your home. The trunk butt should be sticky with resin. Fresh trees should be green and the needles should be difficult to pull from the branches. Another good test is to take a single needle and bend it between your fingers. The needle should bend, not break.

Once you’ve selected a fresh tree and gotten it home, secure it in a sturdy stand and provide it with adequate water. At holiday time, many stores carry products designed to help you keep track of when your tree needs water. Keeping your tree well-watered will keep it supple so it retains its needles, making for less cleanup after the holidays and a lesser fire danger. Be sure and keep the stand filled with water because both cut and live trees dry out rapidly in heated rooms.

Use only non-combustible or flame-resistant materials to trim a tree. Choose tinsel or artificial icicles of plastic or nonleaded metals.

Artificial Trees —If you’re considering an artificial tree, the most important thing to look for is the "Fire Resistant" label. This means the tree has been treated with a chemical that makes it resist burning — It does not mean the tree can’t, or won’t, catch on fire. NEVER use electric lights on metallic trees — use spotlights for illumination. The tree can become charged with electricity from faulty lights, and a person touching a branch could be electrocuted.

Greens for Decorating —Keep away from heat sources (radiators, air vents, large appliances, light receptacles, etc.) and don’t smoke near trees or greens. To be as safe as possible, greens/cuttings used for door adornment or for corridor/stairwell decorations (or really for use anywhere other than as a table centerpiece) should be flame-proofed by flocking or other treatment.

Tree Lighting —Decorate the tree first, and plug in the lights last.

Try to insure your lamps/bulbs don’t touch the tree or other decorations. Take time to unroll/untangle and carefully inspect each set of lights before stringing it on the tree. It’s easier to find and replace broken and burnt-out bulbs before stringing your lights on the tree!

Turn off or unplug your indoor holiday lighting whenever the decorated area of the house is unattended –-not just when going to bed or leaving the house. Nowadays, relatively cheap wired and wireless "remote control" switches are available to ease this task (and keep you from having to crawl/bend behind a Christmas tree or furniture to unplug a lighting set/scene.) Outdoor lighting timers and remote-control sets are also available and should be considered.

Never use lighted candles on a tree or near other evergreens. When using candles for holiday accents, always use non-flammable holders, and place candles where they cannot be overturned.

In homes with small children, take special care to avoid decorations that are sharp or breakable; keep trimmings with small removable parts out of the reach of children to avoid the child swallowing or inhaling small pieces. Avoid trimmings that resemble candy or food that may tempt a child to eat them.

Wear gloves to avoid eye and skin irritation while decorating with spun glass "angel hair." Follow container directions carefully to avoid lung irritation while decorating with artificial snow sprays.

Remove all wrapping papers, bags, paper, ribbons and bows from tree and fireplace areas promptly after gifts are opened. These items can pose suffocation and choking hazards to a small child, or can ignite if near a heat source.

Toy Safety Tips for the Holiday Shopping Season

During the Holiday season it is common for families and friends to purchase toys and other goods for young children. Below is a list compiled by the U.S. Consumer Product Safety Commission detailing tips in choosing safe and appropriate toys for children for the Holidays.

The top 5 toy hazards:

Scooters and other Riding Toys – Riding toys, skateboards and in-line skates go fast and falls could be deadly. Helmets and safety gear should be worn at all times and be sized to fit.

Small Balls and other Toys with Small Parts – For children younger than age three, avoid toys with small parts, which can cause choking.

Balloons - Children under eight yrs. can choke or suffocate on un-inflated or broken balloons. Keep un-inflated balloons from children. Discard broken balloons at once.

Magnets – For children under age six, avoid building or play sets with small magnets. If magnets or pieces with magnets are swallowed, serious injuries and/or death can occur.

Chargers and Adapters – Charging batteries should be supervised by adults. Chargers and adapters can pose thermal burn hazards to children.

Once gifts are open:

Immediately discard plastic wrappings on toys before they become dangerous play things.

Keep toys appropriate for older children away from younger siblings.

Pay attention to instructions and warnings on battery chargers. Some chargers lack any device to prevent overcharging.

With the increased popularity of second-hand stores and on-line vendors, gift-givers should be especially vigilant to prevent the sale or purchase of hazardous products that have been recalled, banned or do not meet current safety standards. Before placing products in the second-hand market, check its recall status at www.cpsc.gov. Buyers should make sure their gifts do not include any of the recalled toys or children’s products. Recalled items can be checked at www.recalls.gov

Holiday Traveling Safety Tips

When you travel, plan ahead!

If traveling by vehicle, know where you are going and how to get there and back. Obtain a map or download the latest available GPS data.Check for construction detours; for longer trips, get a weather forecast.

If traveling out-of-state, most states and/or state law enforcement agencies provide road-and-highway information either on-line or at a 1-800 number; check to see what conditions they report before leaving.Visit the Federal Highway Administration’s related webpage...

"National Traffic and Road Closure Information"
http://www.fhwa.dot.gov/trafficinfo/index.htm
...for national, regional, and state-by-state links regarding traffic, closures, and other conditions.

If you have access to a cellular telephone, carry or take it (but don’t use it while driving!!!). If possible, know the emergency cell codes for the area you’re in.

Travel and conduct your business during daylight hours if possible.

To the extent practical, select well-traveled and lighted thoroughfares. Bear in mind that routes which are congested during rush hour may be very lightly traveled at other hours. Use freeways and arterial streets and avoid less-traveled roads as much as possible, especially when driving at night or in unfamiliar locations.
Inform a family member where you will be and when to expect you back; give them your route if they don’t know it.

When driving, keep doors locked and windows rolled up at all times. Maintain at least half a tank of fuel, and keep vehicle in good repair.

If planning a "road trip" over the holidays, have your vehicle serviced and checked out sufficiently far ahead to allow for repairs if needed. Don’t forget to have the mechanic check your spare tire and all fluid levels along with the other preventive maintenance procedures.

Consider keeping spare fuses and a "breakdown kit" in your vehicle at all times. Breakdown kits may be purchased from a variety of sources, or you can assemble your own at any auto parts or hardware store using a commercial version as a guideline. Breakdown kit items can fit in a small or medium size gym/duffle bag or a box and kept in your vehicle’s trunk, back-seat floorboard, or other storage area in the vehicle. Keep it updated, but never remove it from your vehicle.

In addition to your basic "breakdown kit" it is also a good idea to have a basic first aid kit in your vehicle at all times.
Know how to access your spare tire and jack. Be prepared!

Check your fuel gauge. Making a habit of checking your fuel gauge whenever you start driving, and routinely filling your tank, can prevent unexpected, untimely and dangerous roadside emergency situations.

The single-most essential safety tip:
Devote your full time and attention to driving!Resist distraction. If you feel yourself getting tired, pull over and take a break (at a safe location where there are other people and light).

Develop the habit of scanning for situational awareness. Use your mirrors frequently to check behind and to your sides. Look ahead, as far down the road as possible, to anticipate slow-downs, stops, crashes, emergencies, or other events which will affect traffic flow. Avoid the "tunnel vision" which often occurs during monotonous highway driving as you focus only immediately ahead or where your headlights reach.

If you experience a breakdown, pull as far onto the shoulder as possible and turn your emergency flashers on. If you have a cellular phone, summon assistance from a reputable source or call for law enforcement response. Otherwise, raise your hood or tie a streamer to your antenna, and await assistance inside your locked vehicle.

If a stranger stops, speak to them through a partially rolled-down window, and ask them to go to a phone and call police or a tow service; do not exit your vehicle until a law enforcement officer or tow operator are on scene. On longer trips, be sure you have water, food, and blankets in the vehicle.

Should you observe anyone pulled off the roadway and apparently stranded or in need of assistance, extend them the courtesy of reporting your observation to the police at your earliest opportunity.

NEVER pick up hitchhikers!

If involved in a property-damage collision in an unfamiliar or potentially unsafe location, do not open or exit your vehicle. If you have a cellular telephone, summon law enforcement.

If the driver of another vehicle tries to force you off the road, do not stop. Slow to a safe speed, and proceed to a safe location. Try to obtain the license plate number and a description of the other vehicle and its driver and any occupants. Report the occurrence to the police at your earliest opportunity.

Keep your car in gear while stopped at traffic signals or signs. If approached in a threatening manner, honk the horn to attract attention and drive away.

Consider car-pooling or ride sharing only IF you have a dependable means of assuring that the other participants are legitimate and safe. Ride sharing for trips is NOT recommended unless you are personally acquainted with the other party and fully trust them and have confidence in their driving ability and common sense. Remember; you life is literally in their hands while they’re behind the wheel.

Before your trip — Consider leaving a copy of your travel itinerary with a trusted family friend or relative (plus a driving route map or flight/bus/train trip info).

When parking...
roll up the windows, lock the vehicle, take the keys, and insure your valuables are concealed (preferably in the trunk). During hours of darkness, park and walk in lighted areas to the extent possible.

While carrying large amounts of cash should be avoided, you should have enough small bills and change to cover on-the-road purchases, including fuel should you run low while in an area where stations don’t accept the cards you carry. Enough for a half-tank fillup, taxi or bus fare, snacks and drinks or a phone call should be sufficient. Keep your wallet, purse, and any other valuables on your person or otherwise out of sight, NOT on the seat next to you.

If you must leave valuable items in your car while out and about, place items out of sight before reaching your destination or move them inconspicuously. This includes packages, backpacks, gym bags, GPS units, MP3 players, and so forth. Someone may be watching when you put items under/behind a seat or throw something over them. An opportunistic thief is on the lookout and can break into your car the minute you’re out of sight.

One reason SUVs and pickups are common auto-burglary targets is because they don’t have a "trunk" to hold valuables — the driver/passenger generally just "hides" their valuables "out of sight". The thieves know this, and do check glove compartments, behind seats, and under seats. It only takes a few seconds to check all the "usual" hiding places.

Unobtrusively locking everything valuable "in the trunk" (if you have one) may be difficult when you’re combining errands at multiple destinations. Certainly avoid leaving packages or shopping bags visible in your car — lock them in the trunk out of sight if you have to leave packages in your car unattended.

Plan your shopping/errands so that you don’t load your trunk until you are ready to drive to another destination. Load your trunk when you leave a location — never open a trunk, fill it full of valuables, close it, and then just walk away to do more shopping or other errands.

Holiday Safety Decorating Tips

Holiday Safety
Decorating Tips

General tips:

Assemble and inspect all tools and materials before beginning actual decoration installation.

Be aware of local or homeowner association regulations and restrictions on holiday decorations.

If using a ladder, check the condition of rails, rungs, and brackets before positioning or climbing it. It is better to not use a metal ladder when installing electrical decorations if avoidable. Set ladders so the feet are on a stable, even and clean dry base. Have a spotter, if available, to help steady the ladder, pass materials and tools, and prevent persons from entering the drop zone.

Survey the location where you intend to install decorations to ensure that nails, screws or brackets will not penetrate electrical or other utility lines. Use the proper style and size hanger for the weight of the decoration you intend to mount.

Decorations should never block any means of egress nor access to utility shutoffs, including faucets, outlets, or meters. Be sure your street address numbers are not obscured by decorations, either. If you use an outdoor lighting socket as a power source for holiday decorations, make certain the lighting you temporarily disable is not safety-critical.

Young children should be kept out of areas where decorations are being installed; it’s very difficult to handle tools and materials properly and safely while keeping an eye on them.

Indoor holiday lighting tips:

Buy/use only lighting sets and extension cords that bear the Underwriters’ Laboratories (UL) or Factory Mutual (FM) label and are specifically marked for indoor use.

Make certain you take time to unroll/untangle and inspect each set of lights —new or old— for worn insulation, bare/frayed wires, broken or cracked sockets, and loose connections. If you find any such damage, do not try to repair the set. Throw it away. Replace broken/damaged lamps/bulbs (and unplug the set prior to changing lamps/bulbs!)

Be careful not to overload electrical outlets. Always look for the manufacturer’s recommendations on the number of light sets that can be strung together and other precautions listed on the packaging for the lights. If no manufacturer’s instructions are available, as a general rule, never string more than three sets of lights per single extension cord.

Protect the electrical wires from damage. Don’t run lights/wires behind drapes, under carpet, through doorways, or where they will be walked on. Don’t use nails or tacks to hang wires. Plastic non-conductive "hangers" are available for various holiday light-set hanging needs.

Always unplug lights before doing any maintenance work on them.

Outdoor lighting considerations:

Buy/use only lighting sets and extension cords that bear the Underwriters’ Laboratories (UL) or Factory Mutual (FM) label and are specifically marked for outdoor use.

Always look for the manufacturer’s recommendations on the number of lights sets that can be strung together and other precautions listed on the packaging for the lights.

Check all light sets for fraying, aging, and heat damage. Throw away any sets that show signs of damage.

Connect sets of lights to an extension cord before plugging the cord into an outlet.

Always test your light sets before setting up your ladder —replacing broken/burnt-out bulbs is much easier on the ground than on a ladder/roof!

To hold lights in place, string them through hooks or insulated staples; do not use nails or tacks. Never pull or tug lights to remove or disconnect them.

Plug all outdoor electric decorations into circuits with GFI (ground fault circuit interrupter) protection to avoid potential shocks.

If you are using a ladder, avoid contact with overhead power lines when setting up your ladder, stringing lights, or working on the roof.

Top 5 Christmas Scams

Top 5 Christmas Season Scams

Fly-By-Night Web Merchants. Each holiday season features THE gift -- an item so "hot" that many store shelves are quickly emptied, causing people to literally lose their minds in an effort to buy it.

To exploit scarcity, scammers set up websites offering this product, as do dishonest online auction sellers.

After raking in the money, the scammers shut down their "stores" and disappear. If you’re "lucky," you are simply left with no gift item. If you’re unlucky, you are further victimized by a ...

Phishing Scam, run by someone who will use your credit card information to charge more products and services to your account and/or sell the information to identity thieves.

In most cases, however, phishing scammers launch websites that look nearly identical to those of larger, reputable merchants -- not unknown companies.

Typically, you’re contacted by email with a tempting offer or dire warning, and then directed to click on a link, which takes you to a fake website. Once there, you’re told to enter personal and financial information wanted by the thieves.

Safety Tips: To avoid falling prey to either Christmas scam #1 or #2:

-- Shop only with reputable merchants, preferably ones you’ve used before.

-- Confirm that the website actually BELONGS to that merchant. Don’t click on links in unsolicited emails. Type in the URL yourself.

-- Use a credit card, not your debit card. Even if you never get the merchandise, credit cards aren’t directly linked to your bank account, and you’re also not responsible for more than $50 in fraudulent charges.

-- If possible, use one-time use credit card numbers, called "controlled payment numbers" or "virtual account numbers," for your online purchases. Bank of America offers these now (they call it ShopSafe). We personally use these special credit card numbers all the time -- it’s much safer.

Charity Scams. Scammers may pose as representatives of charitable organizations that are real (or merely sound real). At this time of year, their emotionally-charged appeals are more likely to strike "pay dirt" with normally savvy people.

We recently reported a new email phishing scam that’s soliciting donations to help victims of the California wildfires.

You can be sure that other scams will soon be asking for donations to this cause and many others. The scams may involve nationally recognized charities aiding well-known causes, or local groups handling problems closer to home.

Safety Tips: Whether you’re approached by email, telephone or in person, be VERY wary of high-pressure, donate NOW pitches.

Avoid "charities" whose representatives won’t answer reasonable questions, such as (specifically) how the money will be spent.

And NEVER give cash or supply credit card information via email or phone. Don’t write checks payable to an individual solicitor. If you’ve never heard of an organization, confirm for yourself that it’s real.

Gift Card Scams. Nearly every major retailer offers gift cards, many of which hang on racks at checkout counters. Today, most cards are protected by scratch-off security codes and protective packaging to prevent information theft.

If cards are not protected, however, scammers can write down the numbers while the cards are on display, and then call an 800 number to learn when the cards have been activated.

After that, stealing is as simple as rushing to the merchant and making purchases before the REAL cardholder gets there.

Safety Tips: Purchase gift cards online, if possible. Or, only buy the cards from retailers when they’re kept behind registers or available upon request.

Holiday E-Card Scams. You may receive an email from an unnamed "relative," "neighbor," or "friend" who has supposedly sent you an e-card that can be viewed by clicking on a link.

Clicking on that link, however, may unleash anything from spyware and pop-up ads to viruses and Trojans. In some cases, nothing bad happens until you first download software from the e-card website. (The software is supposedly needed to "run" your e-card.)

Sometimes, unwanted or malicious software is downloaded to your computer with your permission -- after you agree to certain "fine-print" terms and conditions, usually without reading them.

Safety Tips: If there’s any doubt about an e-card’s authenticity, don’t click on any links inside.

Delete e-cards from people you don’t know without opening or reading them, and never click to accept terms from any company without actually reading the fine print.

Most important, install antivirus and anti-spyware software and keep it up to date.

Halloween: Safety Tips

Halloween: Costume Safety Tips

As Halloween approaches, the Branford Police Department would like to remind citizens to please use caution and safety as you prepare for a night of Halloween festivities. The Branford Police Department has compiled the following tips to help you and your child have a safe Halloween.

- Choose a costume that fits well and is short enough to prevent tripping or falling. Proper shoes should be worn as to prevent falling or injury.

- Certain masks can limit or block eyesight, be sure to choose a mask that does not impede your ability to see. The eye holes in the mask should be larger enough to see through if the mask shifts positions on your face. Headwear should be also be secured to prevent from slipping and impeding eyesight.

- Choose a mask that is loose enough and does not restrict breathing. Consider wearing make-up or face paint for maximum comfort and eyesight.

- Choose costumes that are bright or reflective and that provide a high rate of visibility. Adding reflective tape or striping to a dark costume can help increase your visibility at night. Bags or sacks, should also be brightly colored or reflective to increase visibility.

- When shopping for a costume, check labels and choose a costume that is flame/fire resistant.

-Costume accessories and props should be soft and flexible. Avoid props that are solid or have sharp edges that can harm or injure yourself or others.

The Branford Police Department would like to notify citizens of a recent phone scam that has surfaced across the country. The scam is referred to as the *72 phone scam. A scam artist will contact an individual over the telephone and ask them to dial *72 followed by another number. What dialing *72 actually does is forward all incoming calls to another phone number. The scam artists will use the call forwarding to then dial collect calls or long distance calls on the victim’s behalf. The victim’s phone number is then charged with the bill which could be several hundred dollars. These scam artists use several different methods to persuade an individual to dial *72 such as telling the individual that a family member or friend has been injured or in trouble, to announcing that they are the winner of a sweepstakes. If you are not familiar with the person calling you, do not dial *72 if asked to do so.

Branford Police have received several complaints regarding a telephone scam that has been occurring in town. The scam is usually targeted at Senior Citizens. The scam artist calls up the victim pretending to be the victim’s grandchild. There are several versions of this scam, usually the scam artist will explain that he/she is in duress and either has been injured or sent to jail. The scam artist will then ask the victim to send money to help. Many times the scam artist will claim to be in a different country such as Mexico or Canada on vacation. The victim of the scam will then send the money, through Western Union or wired to a specific bank account, believing that they are helping a family member in need. Later on, the victim discovers that in fact the individual they sent money to is not a relative. These scam artists are very manipulative and convincing. If you believe that you are speaking with a scam artist or are involved in a scam, do not send money, and please contact the Branford Police Department at (203) 481 – 4241.

There has been an ongoing issue regarding catalytic converter thefts due to their high scrap value. Please be on the lookout for any suspicious persons under vehicles, particularly during overnight hours. Vehicles that have high ground clearance are usually prime targets. Suspects usually use a lighting device (headlamp or flashlight) and some sort of cutting tool (sawzall or hacksaw) during the process of removing the catalytic converter. Please report supicious activity to the Branford Police Dept. 481 - 4241

GPS Unit Thefts

GPS units have become a very high theft target. Thieves will first look for a GPS windshield mount in the vehicle (suction cup marks on the windshield will also attract potential thieves). Because most people do not take the GPS unit when leaving their vehicle, it becomes a prime target once the thief has gained entrance into the vehicle.

It is highly suggested that that if a person has a GPS unit; they take it with them when exiting the vehicle. All of the major GPS manufacturers have alternatives to windshield mounts (ex. dashboard mount).

The Branford Police Department has received several complaints recently, regarding telephone scams. The callers are apparently targeting elderly citizens and are requesting money-grams to be sent for various reasons.

One incident involved the caller requesting a money-gram to be sent to a location in Canada to bail a grandson out of jail and the other incident involved a money-gram to be sent to Jamaica to win a prize. A total of approximately $5,000.00 was lost from these two citizens.

Remember, never send money or give information over the phone i.e. social security numbers and credit card numbers unless the source of the call is confirmed.

GPS Thefts in the news

New Directions In Combating GPS Thefts

NEW YORK, April 6, 2008

(CBS) Global positioning system devices - better known as GPS - are one of the fastest growing consumer electronics in the country. Sales topped 10 million last year, and manufacturers expect to sell 15 million this year. But as CBS News correspondent Bianca Solorzano reports, GPS devices are also increasingly popular … among thieves.

In suburban Boston, opera singer Beth Grzegorzweski often drives to rehearsals alone at night and wants to feel safe.

"I find a GPS is best to get me home safely, especially in unfamiliar areas," she said.

Three months after spending $450 on her GPS, she found her car window broken, and the GPS gone.

"We had left the GPS unit inside the glove box that night, and the landlord downstairs heard the window smashed in," Grzegorzweski said.

Thieves in Jersey City, N.J., were busted when undercover cops discovered dozens of stolen GPS's being sold in the back of a clothing store - bought for a fraction of the cost and resold, according to Jersey City Police Sgt. Wally Wolfe.

The number of GPS thefts reported to police has quadrupled in just the last two years, from Boston (1,611 in 2007, up from 217 the year before), Houston (1,303 in 2007) and Denver (rising from 25 in 2006 to a projected 100 this year). Elsewhere, the number of thefts in Nassau County, New York, spiked from 130 last year to a projected 2,155 in 2008.

Outside Washington, D.C., police in Montogomery County, Md., saw more than 500 car break-ins in February alone. The main reason, they say: GPS thefts.

"The bad guys are breaking into the cars just 'cause they see this," said Lt. Frank Canella, North Bergen, N.J. Police.

His advice: Don’t leave it exposed. "They don't have to see the whole thing," he said. "You need to remove the cradle unit - don't leave that on the windshield of your car, you need to take this out of your car - don't put this under your seat."

Obviously leaving a GPS on a windshield is asking for trouble. But police say another way to keep thieves from targeting your car is to make sure when you take the GPS out, wipe off the circle the suction cups leave behind.

The FBI says at least 29,000 GPS's were stolen over the past two years, but that's considered a fraction of the total, because it counts them only when the owner can provide police with the item's serial number.

"In most cases, without a serial number, you have no chance of ever seeing your GPS again," said Massachusetts police officer Tom Shea, founder of juststolen.net.

Shea started the Web site to help people register and find their devices. He says leaving your GPS in the car is like leaving a $100 bill in plain sight.

"I think most people just can't be bothered with the aggravation when they're running into the store for five minutes," said Shea, who warned, "Five minutes is all it takes."

In Portland, Oregon, Ken Westin last year started gadgettrak.com, which installs software in your GPS and other devices (like a digital camera or iPod) to help catch a thief. When a programmed device is connected to any computer, their database checks to see if it has ever been reported stolen.

"If it has been reported stolen, it's going to gather information from that host system, such as the user name, the computer name, location information," Weston tells CBS News. “If you want to update your maps, you have to go in and plug that into a computer - and that’s when we can catch thieves.”

The fee is $12.95 to register one device, $19.95 for five. Gadget Track will give their information to police.

“We’re trying to find ways of working with law enforcement as well as pawn shops so that on the back end we can create ways for pawn shops and things like that to look up these devices to make sure they’re not stolen,” Weston says.

GPS manufacturers like Garmin and TomTom are trying to make their products less tempting to steal. New models now require you to enter a 4-digit pin number to work, the hope being if thieves know they can't use it, maybe they won't steal it.
