Indecent Exposure Alert

SUBJECT: Indecent Exposure

The Newark Police are alerting the public to several incidents of indecent exposure which have occurred in Newark recently. Newark Police are looking for a white male who has been seen on at least five occasions running around naked and/or half naked in Newark. The suspect is described as a white male between 25 and 35 years of age.

The first report came in on Thursday October 6, 2011 at 1:28 a.m. Officers responded to Elkton Road near Veterans Lane for a report that an approximately 30 year old white male, wearing a plaid shirt and no pants was jumping out of the bushes near the Rittenhouse Station construction site.

On Thursday October 13, 2011 at 9:41 p.m. officers responded to Apple Road near Elkton Road for a report that a naked white male appeared to be streaking in the area.

On Saturday November 26, 2011 at 11:25 p.m. officers responded to Willa Road near West Park Place. An anonymous report stated that as a male was walking home, an unknown white male followed him while appearing to be masturbating.

On Monday November 28, 2011 at 11:19 p.m. officers responded to West Park Place for a female reporting that she was walking home and observed a white male, approximately 35 years old, walking on West Park Place with no clothes on.

On Thursday December 1, 2011 at 10:30 p.m. officers responded to the area of Devon Drive for a report that a female was walking in the area when she observed a half naked white male. The victim described a white male, wearing a black hooded sweatshirt and no pants, possibly 25 to 28 years old, 6’2” to 6’5”, weighing approximately 180 to 210 pounds. The victim stated that as she walked by the suspect he appeared to be touching himself in a lewd manner. The victim then ran off and contacted police.

Theft From Unsecured Vehicles

Over the last several days numerous UNSECURED motor vehicles have been entered and have had items stolen out of them. The items stolen include GPS Units, personal identification and credit cards. The first events occurred over the Memorial Day weekend on the west side of the city in the West Chesnut Hill Road area. We now have reports of the same thefts from vehicles occurring on the east side of the city in the Windy Hills area.

The Newark Police want to remind everyone to lock their vehicles at all times and remove valuable items. Please report any suspicious activity in your neighborhood immediately to 911.

The Newark Police Department is searching for Stephan Papantinas an 86 year old male who is overdue in returning to his Newark residence following a 10:30am appointment on today’s date in the 3000 block of Limestone Road, Wilmington. Papantinas is described as a white male, 6’4”, 200 lbs with gray hair and brown eyes. He was last seen wearing a tan jacket with brown collar, grey pants and black shoes. He may be operating a 1999 tan Toyota Camry with DE registration 219505.

Residential Burglaries

The Newark Police Department is investigating two burglaries that occurred over the last two nights. A white male suspect 5'11" thin build with bushy hair has entered homes and gotten into bed with female residents on North Chapel Street and Wilbur street. When they awoke the suspect fled the area. The victims were not harmed. The Newark Police Department is urging the public to ensure that their doors and windows are locked. If you observe anyone suspicioous call 366-7111 or 9111.

The Newark Police Department is warning residents of the western section of the City of Newark of a recent rash of unsecured/unlocked vehicles being entered and items stolen from within. Since the weekend of June 10^th, 2010, approximately one dozen unsecured vehicles have been entered in the overnight hours. Items such as GPS units, cell phones, IPOD’s, wallets and purses have been stolen. The Newark Police would like to remind everyone to lock their vehicles at all times and remove any valuable items from the vehicle while it is parked.

Abandoned Child Found

Around 2:45 p.m. today, the Newark Police Department was notified of a child found in the men’s restroom at the Shell gas station, 804 south College Avenue, Newark. A patron intending to use the bathroom heard crying from inside. Eventually he entered and found the child inside alone.

At this point, the child’s identity, and the identity of the person who left her in the bathroom, are unknown.

The child is a black female, appearing to be around 2 years old. Her hair is pulled up on top of her head. She is wearing a tan puffy winter coat over a size 3T purple shirt with small flower prints scattered on it. She has on size 3T blue jeans with a pink and white design stitched on the left leg. She is also wearing pink, white, and purple sneakers with purple laces, and white ankle socks. Her ears are pierced, but there are no earrings currently in the ear.

Over the weekend, about 10 parked cars were forcibly entered by having their windows broken. The cars were targeted due to items of value left inside the car and in plain view from the outside. Stolen items include DVD players, GPS units, and tools. The thefts occurred mainly on the east side of town, including School Lane Gardens, University Courtyard, and White Chapel. Residents are reminded to remove items of value from your cars, or to conceal the items within the vehicle.

Elkton Road Construction

Beginning today, the right lane of Elkton Road (Route 896 north) will have restrictions between Gravenor Lane and Delaware Avenue. A new gas line is being installed, requiring the closure of a portion of the right lane until the project is completed. The portion of the lane being closed will move as the project progresses up the street. Delays may be encountered, especially during rush hour. The restriction is anticipated to last until May 2010.

Tanglewood Lane Burglary

Shortly after midnight on the morning of Saturday November 21, a resident in the first block of Tanglewood Ln. awoke to noises in his house. Upon getting out of bed, he encountered a person in his kitchen. The burglar ran out of the house when confronted. The suspect had entered through an unlocked kitchen window in the rear of the house. 2 credit cards that the burglar had taken from the kitchen were found outside the house.

The suspect is a white female, 20 - 25 years of age, 110 - 120 pounds, with brown shoulder-length hair. She wore black jeans, a black turtleneck, and a black knit hat. Information regarding this incident can be provided to Det. Greg D'Elia at 302-366-7110 ext 132 or Greg.Delia@cj.state.de.us.

2 Street Robberies

On Tuesday November 17 around 8:15 p.m., a street robbery was committed in the Cherry Hill Manor neighborhood in Newark. The two victims were walking on an unlit service road between Nathan Hale Court and Ethan Allen Court when the suspect ran up to them. The suspect placed an object, which the victim believed to be a gun, to the male victim’s head. The victim went to the ground and surrendered money from his pocket. The suspect briefly pointed the gun at the female victim, and then ran off. The suspect said nothing during the incident. Due to the dark environment, the victims could not provide a detailed description. The suspect is believed to be a male, about 6 feet tall, wearing dark clothing that included a hooded jacket or sweatshirt.

On Wednesday November 18 around 2:35 a.m., a street robbery was committed on Prospect Avenue, Newark. The victim had parked his car on Prospect Avenue and was walking to a friend’s house on the street. The victim noticed he was being followed and ran to the front porch of the friend’s house. While the victim was on the porch waiting to be let into the house, the suspect approached the victim from behind, placed what felt like a sharp object to his back, and demanded money. The victim was then lightly struck on the head with a blunt object. The victim surrendered his wallet, and the suspect ran off toward Wilbur Street.

As the suspect fled, the victim saw a ratchet-style wrench in the suspect’s hand. The suspect is a white male, early to mid 20’s, about 6 feet tall, average build, with some facial hair. The suspect wore a white hooded sweatshirt with the hood up, a tan zippered jacket with a 3-tone stripe down the sleeves (tan/brown/white), blue polyester basketball shorts, and white sneakers.

Bikes Found

The Newark Police Department is in possession of 2 bicycles that were recovered from a Dumpster on Main St. One is blue; the other is red and white. The owner(s) of the bikes are unknown. Blue Jay Dr. Burglary

On Thursday November 12 around 7:20 p.m. a resident of the first block of Blue Jay Drive, in the Arbour Park neighborhood in Newark returned home to find a burglar inside the house. Upon being confronted, the burglar ran from the house, got into the driver seat of a car that was parked just up the street, and drove away onto Dove Drive.

The burglar gained access to the house by forcing open a basement entry door at the rear of the house. A laptop computer was stolen from a bedroom. It appears the resident returned home within minutes of the burglar’s entrance to the house.

The suspect is a black male, 25 to 35 years of age, 5’6” to 5’9” tall, thin build, and was wearing a white shirt. His car is a dark-colored sedan.

The Newark Police Department reminds all residents to immediately report any suspicious activity, persons, or vehicles by calling 911. Due to electric work resulting from an earlier collision, W. Main St is closed between Elkton Rd and Hillside Rd. Also, Elkton Rd is closed between Main St and Delaware Ave. Traffic is being diverted onto New London Rd and Hillside Rd, causing back-ups. Avoid the area if possible. Indecent Exposure in Volvo

On June 9, a white male driving a silver 4-door Volvo exposed himself to four young girls in the Nottingham Green neighborhood. The car has been seen driving slowly through the neighborhood on several other occassions.

The driver is described as late 20’s to early 30’s, with short brown hair,and an average build. His left arm is heavily tattooed, particularly at the bicep. Parents should warn their children about talking to strangers and approaching cars occupied by persons they do not know. Call 911 if you see the car and/or its driver.

Grandparent Scam

There have been several recent occurrences of the “Grandparent Scam” in and around Newark. The Grandparent Scam is a fraud targeting the older population in which a telephone caller pretends to be the grandchild of the recipient of the call. The caller uses the name of the actual grandchild, and claims to need money for some type of emergency—bail, hospital visit, car trouble—somewhere away from home. The caller instructs the grandparent to wire the money immediately. Anyone receiving such a call should recognize it is a scam and should immediately hang up the phone.

Property Crimes Western Newark

During the past two weeks, there has been a series of property crimes on the western side of Newark.

Between May 16 - 19: Bicycle stolen from shed on W. Park Pl. Bike found in Devon.
Between May 17 - 18: Window broken and electronic items stolen from inside a car at Christina Mill.
May 18: House on Westfield Dr. entered through an unlocked sliding glass door during the day. Computer equipment and jewelry stolen.
Between May 23 - 24: Motorcycle stolen from parking area of Christina Mill.
May 26: Apartment broken into at Christina Mill during the daytime. A window was forced open, and computer equipment was stolen.
Between may 26 - 27: Apartment broken into at Christina Mill. Window broken to gain entry, and computer equipment, electronics, and jewelry were stolen.

Armed Robbery Madison Dr

An armed street robbery occurred this afternoon on the service road behind the odd houses on Madison Dr, where it abuts West Knoll Apts. A light-skinned black male showed a handgun and removed property from the victim. A second suspect, a light-skinned black female, was also present.

The male is described as 5’9" tall, wearing a black shirt, blue jeans, and lancet necklace. The female had a pony tail and was wearing a black hoodie and jeans. No further information at this time.
