As of today's date we are suspending use of Citizen Observer. Due to budgetary constraints we can no longer operate this program. We have been very happy with the service provided by Citizen Observer and the interaction it provided with the citizens of this county. In streamlining operations at the Sheriff's Office we will be switching over to a state sponsored alert system, NY-Alert. To register for this alert service go to www.nyalert.gov. Click on the "sign up for alerts" tab on the left and then click enroll. Follow the screen prompts to select the types of alerts you want to receive. We recommend including the "press release" notification, as we will send out most of the information in this format. We are in the process of creating a tip system. Please see www.niagarasheriff.com for important links and informational updates on our new programs.

Halloween Safety Tips

With Halloween just around the corner, soon our neighborhoods will be scattered with trick-or-treaters. To make sure this is a more enjoyable and safer Halloween, Sheriff James R. Voutour is offering these safety tips:

Parents, please remember when designing your children’s costumes that face paint is preferable to a mask. All trick-or-treaters should wear some sort of reflective clothing, carry a bright orange bag and carry a flashlight or glow stick to make it easier for passing cars to spot them.

Always walk on the sidewalk or left side of the road facing traffic. Don’t forget: Watch for cars at all times.

An adult should always accompany young children. Either a parent or older child should stay within close range at all times or never let the children go down a street by themselves. Walk with the children to each house and wait in the driveway or by the door until the children return.

Older children should travel in pairs or in groups at all times while trick-or-treating. Parents should know the route that their children are following. Children should always walk together to the front door of each house and never run across the road. Dark, unlighted houses should be avoided.

Children should save all their candy until they get home.

Closely inspect all candy. Throw away all unwrapped candy or any suspicious looking goodies.

Motorist should use extra caution on Halloween night. When driving, slow down and be aware. Trick-or-treaters may dart into the road. Make sure to drive at a safe speed and leave distance from the vehicle ahead of you. The driver may have to stop suddenly.

Sheriff James R. Voutour states, “that in the two years that I have been Sheriff, I have made the safety of our communities my top priority.” Within this philosophy is the most important thing; the safety of our children. Halloween is a time for children to come into contact with many strangers within our community. It is important during this time to be aware of potential dangers in our community. These dangers can be in many forms; unfortunately, one of the worst threats is from the known sex offender. The Sheriff encourages all guardians and parents of children to use the Niagarasheriff.com/sexoffendermanagement.aspx link to search the areas where their children will be trick-or-treating.

Abuse of "Over the Counter" medications among youth

Recent abuse among teenagers of Triple C has been reported within Niagara County.

What is Triple C?

According to the National Drug Intelligence Center (NDIC): "Triple C is a slang term for the over-the-counter medication Coricidin HBP Cough & Cold, which contains dextromethorphan, or DXM. The medication is abused because it contains dextromethorphan which, when taken in doses that dramatically exceed those recommended by physicians and pharmacists, produces hallucinations and a sense of dissociation. The medication is used legitimately to treat the symptoms that typically result from colds or upper respiratory allergies."

U.S. Census

Please be cautious when receiving forms to complete for the U.S. Census. If you are unsure if the mailings you receive are legitimate please contact your local law enforcement agency for assistance. You can also go to www.census.gov for full information on the census and scams. Here are a few tips from the census bureau:

Other Scams:

The Census Bureau does NOT conduct the 2010 Census via the Internet

The Census Bureau does not send emails about participating in the 2010 Census

The Census Bureau never:

Asks for your full social security number

Asks for money or a donation

Sends requests on behalf of a political party

Requests PIN codes, passwords or similar access information for credit cards, banks or other financial accounts.

How to report scams and bogus Census web sites

If you believe you have been contacted as part of bogus or fraudulent activity falsely representing the Census Bureau:

In Person Scam

Check for a valid Census ID badge

Call your regional office to verify you are in a survey

Email Scams

If you think it is a bogus email, do not reply or click on any links within the email.

There are many wonderful things to enjoy during the Holiday season like being thankful for our family and friends, traveling for winter vacations, attending holiday parties, shopping, over-eating, presents, and ringing in the New Year. With so much excitement going on we tend to forget that we still need to be cautious of our environment. You’ve made your shopping list and checked it twice, children in one hand bags in the other you walk out to your car in darkness. Before leaving the store remember where you parked, exit from the door closest to your car, and always have your keys in hand, if you don’t feel comfortable ask a security guard to escort you to your car.

With children out of school for winter break, parents need to be proactive and register to receive email notifications for their home or the address of where their children will be playing outside. These email alerts notify parents of where registered sex offenders are in proximity of the registered addresses. Citizens like to think that every home is like their own, unfortunately that is not reality. In Niagara County, there is approximately 334 registered sex offenders, “we do the best we can in making sure sex offenders live where they tell us, so it is crucial that our citizens visit our website www.niagarasheriff.com, to see who and where an offender might be living within their neighborhood” says Sheriff Voutour. Citizens are encouraged to look up important addresses and review the list of registered sex offenders living within a 0.25-2 mile radius of that specific address. Sheriff Voutour says “The mapping and address feature found on the website pinpoints where an offender lives, in relation to each citizens registered address”.

Perhaps the most beneficial aspect of the address monitoring feature is that once your important addresses and e-mail address have been registered the system will automatically alert you via e-mail when an offender moves within 0.25-2 mile radius of the registered address. If you are attending any holiday parties and plan to leave your children with a babysitter, family, or friend, register their address beforehand so you know which areas your children should avoid if the decide to play outside. “You can register any and all of the addresses where your children spend a lot of time, for example friends, grandparents, or babysitters addresses” says Sheriff Voutour. The alerts are in real-time and sent out via e-mail as soon as a new offender has registered with the Niagara County Sheriff Office. Sheriff Voutour says “The benefit of registering for this confidential e-mail alert service allows us to monitor your important addresses for you, thereby keeping you up to date of newly registered offenders and making it unnecessary for you to have to check your registered addresses ever again”.

The website for the Niagara County Sheriff Office is www.niagarasheriff.com. Citizens should click on the link “locate registered sex offenders” and follow the instructions to check their neighborhood and sign up to receive e-mail alerts.

Sheriff Voutour encourages everyone to have a thankful and joyful Holiday Season. Knowledge is power and knowing where the registered sex offenders are in your area or the area you are traveling to can help you make the best choices for safe and enjoyable Holiday activities.

Message from Sheriff Voutour

As the holidays near, Sheriff James R. Voutour would like to remind people to be alert for fraudulent solicitations or scams by mail, telephone, or email. Specifically, be skeptical of any unsolicited correspondence that asks the recipient to cash any enclosed check or money order with the condition that they forward their own payment for a portion of the face value. Many of these scams originate from overseas locations and the recovery of any lost funds is difficult. Anyone who receives a request for donations or other funds should exercise caution before responding. These scams generally include the promise of large amounts of money and include an official looking check that the recipient is then asked to cash, deposit the money into the recipient's account and then send part of the money from the check to a different address, often out of the United States. These scams are also unsolicited and sometimes involve the promise of lottery winnings in lotteries the recipient has not entered.

In addition to these types of scams, people are also asked to be aware as they sell items on popular web sites, such as ebay and craigslist.com. A frequent scam on these sites involves money orders being sent to the seller in excess of the purchase price of the item. The buyer then asks if the seller can send a certain amount of the overage to the shipping company to pay for shipping of the item and then is told to keep the extra money for their trouble. It is only after the item has been shipped that the victim learns that the money orders were counterfeit and they are now responsible to pay for the shipping out of their own pocket. In addition the item they were selling is now gone and the chance of recovering it is slim. These scams also originate overseas which makes them difficult to investigate and prosecute.

The old adage seems very true in this case: "If it seems too good to be true, it probably is."

As always, Sheriff Voutour is asking that the residents of Niagara County be aware of these fraudulent solicitations and scams so that they do not fall prey to a costly lesson learned.

The recent instances of black bears moving through urban areas have involved sub-adult male bears, who are on their own for the first time and are trying to locate a home area. While not inherently dangerous, black bears can become a nuisance and can cause significant damage to property if they are able to obtain an easy meal from bird feeders, garbage cans, dumpsters, barbecue grills, tents, vehicles, out-buildings or houses. When bears learn to obtain food from human sources, their natural foraging habits and behavior are changed.

Once a bear becomes a problem, DEC is often asked to relocate the bear. However, bear relocations are rarely effective at solving the problem. Relocated bears often return to their original capture site or simply continue their bad habits at a new location. If the circumstances that led to the original problem are not corrected, other bears will quickly be attracted to the site and the problems will persist. Bears that become accustomed to obtaining food from humans will often become bold and assertive in their quest for food, potentially leading to property damage or dangerous situations for humans. Unfortunately, this often results in DEC having to euthanize the bear, echoing the adage, "a fed bear is a dead bear."

Important tips to minimize or avoid a negative encounter with a black bear include:

· Never feed bears.

· If you believe that bears are being fed, intentionally or unintentionally, immediately report it to DEC.

· Stop feeding birds as soon as the snow melts. Birds do not need supplemental food in the summer, when natural foods are most abundant. Clean up all seed fragments and shells left over from winter feeding as the smell will attract bears.

· Dispose of garbage as frequently as possible. Store it in clean, secure containers (top-latched, tied or chained). Sprinkle ammonia inside the garbage bag before closing. Tie off garbage bags before placing them in containers.

· Keep garbage in cans inside buildings whenever possible.

· If garbage is picked up at the curb, put the garbage out just before the scheduled pickup or place it in a roadside bear-resistant container. Do not put garbage out the night before curbside pick-up. Clean garbage cans frequently with ammonia.

· Do not add meat scraps, bones or melon rinds to your compost pile.

· Do not burn garbage, especially meat scraps and grease.

·         Clean barbecue grills before night fall and, after they cool down, store them inside;

· Feed pets indoors and store pet food indoors. If pets must be fed outdoors, take in all uneaten food and dishes before dark.

· Turn off kitchen exhaust fans that vent to the outside whenever possible.
