Allen Ranks 9th Safest City in US for a Third Time

(December 2011) - Allen Police Chief Bill Rushing announced that for the third time in four years, Allen is ranked among the 10 safest cities in the United States. A City Crime Rankings study, published by CQ Press, a unit of Congressional Quarterly Inc., was based on the FBI’s 2010 statistics report. The report examined more than 400 communities with at least 75,000 people based on per-capita rates for homicide, robbery, rape, burglary, aggravated assault and motor vehicle theft.

Nationwide, Allen is ranked 9th overall (cities with a population of more than 75,000) and 8th in their population category (cities with a population between 75,000 and 99,999). In the CQ report, Allen was listed first in Texas, making it the safest city in Texas.

Happy Holidays - Auto Theft Warning

With Christmas right around the corner, and New Year's Eve and Day quickly following, it's a good time to be extra vigilant about car thieves on the prowl.

Data from the National Crime Information Center (NCIC) for vehicle theft in 2010 shows the following 11 holidays provided thieves with the best opportunities to make away with cars.

Quick fact: Four of the 11 are just weeks away, including two big holiday weekend periods.

1. New Year's Day 2,347

2. Memorial Day 2,122

3. Halloween 2,064

4. Labor Day 2,020

5. New Year's Eve 1,986

6. Christmas Eve 1,928

7. Independence Day 1,914

8. President's Day 1,903

9. Valentine's Day 1,745

10. Thanksgiving 1,605

11. Christmas Day 1,361

Diving into the full report, what's interesting to note is that five states rank highest in holiday vehicle thefts. In order of number of holiday thefts, the top five states are California, Texas, Florida, Illinois and Georgia.

Bucking the national trend of New Year's Day being the holiday with the highest number of thefts, California thieves' big day was President's Day 2010, when 507 vehicles were stolen. Each of the other top five holiday theft states posted the most thefts on New Year's Day: Texas (248), Florida (168), Illinois (93) and Georgia (90).

Still, there are things you can do to help prevent your vehicle from being snatched by car thieves this holiday season. It all starts with being aware of your surroundings.

First and foremost, park only in well-lit areas. If a spot is shrouded by shrubs or cloaked in darkness, it's not worth taking a chance to park your vehicle there.

Second, always lock your doors, even if you're only going to be out of the vehicle for a few minutes.

Third, while it is best never to leave any packages in the car, if you're still shopping and have no other choice, definitely secure them in the trunk and out of sight. Better yet, drive home and drop them off, if at all possible.

Fourth, it makes a great deal of sense to know the area you'll be going to before you go there for holiday parties or get-togethers. Do map quest searches, blow up the results, and find safe, secure parking areas before you venture out. Trying to save money by parking on the street when a valet parking service in a monitored lot or structure is available is like spitting in the wind. You never know when it's going to come back at you.

Burglary of Habitation -- ARREST

On Wendesday November 2, at approximately 9:56 AM officers of the Allen Police Department were dispatched to the 600 block of Quail Run Drive for a burglary in progress. The resident observed an unknown white male knocking on the front door of the home. A moment later the same male was observed knocking on the rear door of the home. The unknown male then returned to the front door and forced his way into the house with a pry bar. The resident met the male suspect in the front hallway of the home and pointed a shotgun at the intruder. The male saw the homeowner and ran out the front door toward a vehicle parked in front of the house. The homeowner gave Allen Police dispatch an exact description of the car including the Texas LP#. Officers observed the vehicle on W/B Stacy entering N/B US Hwy. 75. Two patrol units and one traffic unit stopped the vehicle on N/B US Hwy. 75 at Ridgeview.

The burglary suspect was arrested and the car was impounded for further investigation.

Please review the attached information regarding very recent burglary of habitaions in Allen. Three incidents have occured in Patrol Districts 12 and 13. Suspect enters house while residents are sleeping and stands over their bed.

Suspect is described as a teenage B/M 5'6" to 5'8" tall, approximately 150 pounds.

The City of Allen’s 2011 National Night Out event will be Tuesday Oct 4^th from 6-9pm. Collin County Vehicle Registration Office

Our state Department of Motor Vehicle registration system has been down all day today (8/2/2011) and we have no idea when it will be back up. Our lines are out the door. Allen Police Department - Chaplain James Palmer

Dr James B Palmer, Sr. entered into the Church Triumphant on June 1, 2011 surrounded by family. He is survived by his wife Dr. Ellen L. Palmer; daughters Janie Bloomer and husband Mike, Peggy Francis and husband Kirk; son Burt Palmer and wife Shawn; grandchildren Tyler, Taylor, Kyle, Kelly, Micah and Meagan; great grandson Jack; and numerous other relatives and friends. Jim’s graceful battle against Metastatic Melanoma and his unwavering faith is chronicled at www.palmerlegacy.com.

A memorial visitation will be Friday, June 3 (5-7pm) at First UMC McKinney. A memorial service will be Saturday, June 4 (3 pm) at First UMC McKinney (www.sharingtheheart.org).

In lieu of flowers, it was Jim’s desire that memorials be directed to The Columbarium Fund, First UMC, 315 N. Church St, McKinney, TX 75069.

Chief of Police Bill Rushing and the entire Allen Police Department extend their sympathy to the Palmer family. Dr. Palmer will be greatly missed as he served as Coordinator of the Police Department Chaplaincy since 2004. Dr. Palmer made countless death notifications and ministered to families all throughout our city morning, noon and deep into the night. He was always eager to minister to citizens in times of great distress. Many of the Allen Officers remember Chaplain Palmer as he rode with them often during their tours of duty. He was interested in the Officer and their family. He was a caring man who served in the ministry for 63 years.

Chaplain Palmer was born in Big Run, Pennsylvania on June 14, 1929. He entered the ministry in 1948 and never looked back. He was truly a man of God.

Chaplain Palmer’s version of John Chapter 14 is as follows:

“Don’t give in to the fear. Trust in God and in me”, Jesus said. “Take the long look – see the big picture against the backdrop of God’s eternal kingdom.”

“Many dwelling places – no limit to the number of faithful who will be accommodated in the eternal dwelling. I go to prepare a place for you and if I go – I will return and receive you to myself that where I am, you will be also.

Citizen Police Academy Graduation Class #23

The Allen Police Department hosted the graduation of Class #23 of the Citizens Police Academy. Allen Mayor Steve Terrell, City Manager Peter Vargas and Chief of Police Bill Rushing were the keynote speakers of the night.

The Citizens Police Academy allows residents a 12 week experience with Officers of APD.

Class #23 had 31 graduates and several will begin training in Volunteers in Policing and Citizens on Patrol within the next week.

Industrial Accident - EMSPD

On Tuesday May 10, 2011 at approximately 09:17 AM Allen Fire Rescue and Officers of the Allen Police Department were dispatched to the West service road of US Hwy 75 at Allen Drive in reference to an industrial accident. A caller to 911 reported that an 18 wheeler had lost a load of pipe and several pieces of pipe had fallen on a man. Each piece of pipe was reported to weigh approximately 2100 pounds. Allen Fire Rescue was able to free the individual and he was transported via helicopter to Parkland Hospital in Dallas. It was reported at approximately 3:00 PM that the victim died as a result of his injuries. The victim was the driver of the truck that had transported the load of pipe to Allen.

DEA Drug Takeback results...Allen, Texas

On Saturday April 30, 2011 Officers of the Allen Police Department and members of the Allen Independent School District combined efforts to take prescription / non-prescription drugs out of circulation in the city of Allen.

From 10 AM until 2 PM citizens could drop off their un-used medication at the Lowry Freshman Center and City Hall. Officers and volunteers were on scene to observe and make certain the traffic flowed smoothly.

The results were: 44 Boxes weighing 933 pounds. Six sharps containers were also collected.

Another collection date will be announced in October 2011.

Aggravated Robbery Arrest -- 1000 Block of Sandy Trail Incident

On Wednesday April 20, 2011 at approximately 8 AM an Aggravated Robbery occured in the 1000 block of Sandy Trail in Allen, Texas. As reported, 3 B/M suspects had pistol whipped the resident and left the scene in one of the victims vehicles. The vehicle was recovered a short distance from the scene. Throughout the day Officers of the Allen Police Department worked to gather information and follow-up on tips that came in from several sources.

During the late evening hours Officers from the US Marshall Service, Allen Police Department Narcotics Unit, McKinney Police Department and Texas Department of Public Safety made an arrest of the aggravated robbery suspect in the 9000 block of Vantage Point Drive in Dallas. At the arrest site approximately 40 lbs. of marijuana was recovered. The arrested person was Rodgers, Rodricus Trushun B/M 08/30/1982. At the time of his arrest Rodgers was in possession of a .45 caliber handgun, duct tape, zip ties and bloody clothing believed to be used in the Allen incident.

The investigation continues as Officers of the Allen Police Department Criminal Investigations Division are interviewing a person of interest that has additional information regarding this incident.

Criminal Mischiefs -- 1400-1500 block of Flameleaf Drive Patrol District #12

During the overnight hours of Thursday April 14, 2011 dozens of tires were slashed in the area of the 1400-1500 block of Flameleaf Drive. Several citizens discovered there tires had been slashed as they were leaving in route to work and school. Currently, Allen Police Officers are still taking reports and investigating the overnite incident.

US Hwy. 75 Update...one lane open Northbound

Texas DPS troopers are performing a controlled release of Northbound US Hwy. 75 traffic. Only one lane of northbound traffic is open b/t Stacy Road and the Sam Rayburn tollway.

Still expect major delays...avoid the area if at all possible.

Traffic is backed up to the south city limits of Allen.

The wreckage is expected to be removed during the next 2-3 hours.

An 18 wheeler is blocking all northbound US Hwy. 75 traffic and is fully involved in flames...will update when the accident is clear and the highway re-opens.

Update--Patrol Officers locate missing teen

Patrol Officers of the Allen Police Department have located the runaway teen reported missing last evening. Approximately 1 hour ago Officers spotted the missing teen on a street corner not far from her residence.

The teen is in good condition and is now back home. Thanks for the tips and all the members of the Allen Police Department join the family in relief that Shannon was located.

Officers of the Allen Police Department are currently looking for a 14 year of age female who was reported as a runaway on Monday, March 21 at approximately 10:40 PM. The child was identified as Shannon Rankin 14 yoa, 5'3" tall, long blonde hair and hazel eyes. She was last seen wearing blue jeans and a gray pullover sweatshirt. She has braces on her teeth and always parts her hair to one side as shown in the photo. She often carries an Allen Eagle string back pack that is navy blue and also is known to carry a tan canvas bag.

Burglary of a Habitation Patrol District 2

On Thursday, February 24, 2011 at approximately 2:54pm, Allen officers responded to a burglary of a habitation in the 300 block of Fairfax Drive. Items taken were a personal computer and monitor, 42" Sony LCD television, and a jewelry box containing various pieces of jewelry. The suspects forced entry to the residence through the back door. Neighbors reported hearing a loud banging noise around 11:30am. The suspects are possibly hispanc males driving a gold, four-door sedan (Town Car or Grand Marquis). Bobcat population in green belts of Allen

February is mating season for the Bobcat population found in the greenbelt areas of Allen. Many residents have observed Bobcats in and around their property in the last several days. Some are concerned that the Bobcats are coming in too close. The city of Allen Animal Control and the Texas Parks and Wildlife department are offering information and public education events by request. Also in the attachment there are tips for property owners to follow if Bobcats are coming to close for comfort. Twin Creeks resident -- Alerts Allen Police to a Burglary of a Building

An alert Twin Creeks resident notified the Allen Police to a Burglary of a Building in progress. A resident in the 1400 block of Commanche Drive called to report a burglary of a home that was damaged by a fire from October 2009. The house in the 1500 block of Commanche has yet to be repaired. Officers found two suspects on property that had removed copper wire and several electronic kitchen appliances. The suspects tried to convince officers that they were contractors preparing a repair estimate. The two arrested persons were Samson Horrice B/M 12/26/35 of Dallas and James Johnson B/M 03/18/47 of Dallas. The alert Twin Creeks resident is to be commended for a job well done.

Allen Police -- Warrant Round up results

On Saturday February 19, 2011 fourteen officers of the Allen Police Department took part in the North Texas Warrant round up. The officers serve outstanding warrants in two person teams all across the city. The all day event resulted in over 30 arrests. In total more than 70 warrants were cleared. Thirty one persons were booked into the Allen City jail. Six citizens turned themselves in from the notifications left at each residence.

In all, four court personnel, the City Judge and three additional officers worked the court in order to streamline the process. The warrant round up was a complete success and occurs at least twice each year. Any citizen that may want to turn themselves in may do so at the front lobby of the Allen Police Department. Over the past 24 hours, the Allen Police Department has assisted 40 stranded motorists, investigated 25 crashes and answered 10 false burglar alarms. Large patches of ice are now concealed under inches of snow, creating hazardous driving conditions. Residents are urged to stay off the roadways unless absolutely necessary.

The Allen Police Department has continued to respond to a high volume of weather related calls. Since the last update, officers have assisted 18 stranded motorists, investigated 18 minor traffic crashes, 3 injury crashes, and 13 false burglar alarms. Although many of the roadways have improved, there are still large patches of ice that make driving very dangerous. Please utilize extreme caution if you must travel.

The Allen Police Department has responded to numerous weather related calls for service within the past 36 hours. Patrol Officers have conducted 38 motorist assists, responded to 20 minor crashes, 1 injury crash, and 17 false burglar alarms. The roadways within the city, especially those in residential areas, are still very treacherous. The department strongly urges all citizens to stay off of the roads unless absolutely necessary. Burglary of Habitation -- 500 block Freestone Drive Patrol District # 14

On January 8, 2011 during the early morning hours, Officers of the Allen Police Department were dispatched to a Burglary of a Habitation in progress in the 500 block of Freestone Drive. The reporting person observed a white male standing at the foot of his bed looking through personal items on a dresser. The R/P jumped out of bed and kicked the suspect. The suspect ran out the back door of the home into the alley. Officers formed a perimeter and could not locate the suspect. Nothing was missing from the house. The home owner reported his back door locks were not working properly.

Aggravated Robbery -- Zales the Diamond Store

On Monday January 10, 2011 at approximately 8:00PM Officers of the Allen Police Department were dispatched to the Zales the Diamond Store at the Allen Premium Outlets regarding a burglary of a motor vehicle in progress. While Officers were en route the call was upgraded to an aggravated robbery. Three suspects had entered the store and removed several items of jewelry from the display cases. An alert citizen saw one suspect leave the store and get into a Dodge van. The citizen followed the van and gave dispatch a description / direction of travel that enabled Officers to stop the van after a pursuit ending in the 600 block of North Watters. The Dodge van was stolen out of Plano earlier in the day. A 16 yoa hispanic male juvenile was taken into custody out of the van. A search of the van revealed 3 sets of black gloves, pry bars and a chisel. None of the stolen jewelry items were located in the van. The investigation continues into how many suspects and suspect vehicles were involved in this incident.

Officers of the Allen Police Department were called to the Allen Premium Outlets in the late evening of last Thursday regarding three Theft suspects that were in the area. Officers made contact with three females that had been described by store employees and APO security. The three were arrested for felony theft as the investigation revealed that at least 10 APO stores had stolen property in possession of the three in question. The three arrested persons were: 1. Sharday Perez B/F 24 yoa from Melissa, TX. 2. Natalia Walker B/F 17 yoa from Dallas, TX. 3. Sharonda Majors B/F 19 yoa from Plano, TX.

All three were charged with State Jail Felony / Theft over $500.00 and less than $20,000.00. This was a good effort between the store employees, APO security and the Allen Police Department. The arrests resulted in several thousand dollars of stolen property being recovered from the vehicle the three were using at the time of their arrest.

Allen Police -- Secure the call 911 cell phone collection program

CID Corporal Jeff McNair and Crime Victim Advocate Nicole Frazier are pleased to announce the Allen Police Department is part of the national program "Secure the Call". This is a program that collects and refurbishes old cell phones for use as 911 emergency call devices. These phones can only call 911 and have no other function. These phones are made available to senior citizens, victims of crime or any others in need. There is no monthly fee or any monies that are required to be a part of this program.

The "Secure the Call" collection barrel is in the lobby of the Allen Police Department. Any cell phone that is no longer in use can be donated to the "Secure the Call" program. Any citizen who wishes to donate a cell phone may do so at the collection point in the lobby of the Allen Police Department.

Allen Police Arrest BMV Suspect

At approximately 2:00 AM this morning K-9 Officer Josh Hunt noticed a van driving east on Bethany that appeared suspicious. Hunt moved closer to the vehicle and the driver made a quick right hand turn to avoid the Officer. Hunt was able to stop the vehicle a short time later and discovered a van full of stolen property. The driver of the van gave Officer Hunt a false name and date of birth. The investigation revealed that 5 separate cars had been broken into in one neighborhood. The arrested person was Christian Rodriguez W/M 12/28/1987 of Allen. Several purses and wallets along with electronic devices and prescription drugs were among the recovered property. The BMV's occured in patrol districts # 13 and 14.

All Allen residents have recovered their stolen property. Congradulations to K-9 Officer Hunt and his partner "Bojar" for an excellent arrest.

Allen Citizens Police Academy Class #22 Graduation

On Thursday December 2, 2010 the Allen Citizens Police Academy Class # 22 had a graduation ceremony for twenty-two of its newest graduates. Allen City Manager Peter Vargus and Chief of Police Bill Rushing each spoke to the graduates encouraging them to press onward in service to their community. The ceremony was held in the new Allen Police Training Facility located at 900 South Greenville Avenue. This facility includes a 228,000 square foot driving pad that is used solely for training in police vehicle operation. These latest CPA graduates will begin training in January 2011 for the Citizens on Patrol and Volunteers in Policing programs at the Allen Police Department. This group brings the total to over 600 Allen citizens that have completed the Citizens Police Academy since the fall of 1999. Congradulations to Class #22 and may they truly make a difference in "Serving our Community."

On December 1, 2010 at 11:00 AM Officers of the Allen Police Department arrested Jerry Franklin Bennett W/M 11/21/1958 of Allen. Franklin was charged with Aggravated Assualt with a Deadly Weapon causing Serious Bodily Injury a 2nd Degree Felony. This arrest stems from a road rage incident that occured on November 9, 2010 in Allen. This arrest was made possible by investigators using multiple avenues and resources available to the Allen Police Department.

Allen Police arrest Father/Son Shoplifters

On Wednesday November 17, 2010 at approximately 4:00PM Officers were called to the Home Depot at 909 W. McDermott Drive regarding a theft in progress. Three hispanic males were inside the store and attempting to steal an air-powered nail gun. Officers pursued the trio on foot and located them at the Harley Davidson store attempting to leave the area in a black four door sedan. The investigation revealed several stolen IPOD Nanos and other I-products in the sedan. The trio was arrested for Engaging in Organized Criminal Activity / Shoplifting and posession of a criminal instrument "booster bag".

Road Rage Incident

On November 9^th, 2010, at approximately 7:15pm, an altercation occurred near the intersection of E Bethany Dr and S Greenville Rd. The altercation was a result of a road rage incident moments earlier, between two drivers. The victim was later taken to Plano Medical Center for evaluation and treatment, from injuries sustained during the altercation. Fall Festival Action with APD

On last Saturday and Sunday hundreds of Allen families came out to celebrate at Fall Festivals. Twin Creeks Market place at 900 W. McDermott had jump houses, face painting and Mix 102.9 FM on hand. The rains came at 2PM at shut down all activity. But in spite of that hundreds had great fun.

On Sunday the Twin Creeks neighborhood hosted their annual Fall Festival with bungee jumps, bounce houses, petting zoo and all sorts of stuff for the little ones. The Allen Police Department had its Mobile Command Vehicle, squad cars and a new Harley Davidson police motorcycle for all to see. The kids love to sit on those motor units with mom and dad looking on. As a reminder...Trick or Treat is on Sunday night this year and children should be under the direct supervision of an adult for all trick or treat activity. The Allen Police Department and the Citizens on Patrol will be out to aid in a safe Halloween trick or treat for our children. Stay safe!

As Halloween trick or treat night is approaching on Sunday October 31, it is important to remember these safety tips:

1. Check all treats for children to make certain no tampering with the product is evident. 2. All children should be under direct adult supervision during trick or treat 3. Officers of the Allen Police Department are visiting registered sex offenders beginning today to remind them they are not to take part in trick or treat. House Fire -- 1500 Block of Comanche Drive

In the early moring hours of Thursday October 7, 2010 Allen Fire Rescue responded to a house fire in the 1500 block of Comanche Drive. When Fire fighters arrived on scene the house was fully involved. The family made it out safely and no fire fighters were injured. The family has two small children and all were able to make it out of the house with only the clothes on their back. The cause of the fire is under investigation.

2010 National Night Out -- Great night against Crime in Allen, TX

National Night Out 2010 will go down in history as one of the best ever in Allen, Texas. Some 60 plus block parties occured citywide with hundreds of residents taking part in NNO. Many neighborhoods held consolodated parties in parks and on cul-de-sacs. The Allen Police Department had 19 police vehicles making party visits. Chief of Police Bill Rushing made several of the parties to encourage citizens to engage in crime prevention efforts. "Neighbors that know one another...are more secure in the neighborhood, than those who do not." said Chief Rushing.

Alert Allen Resident results in 2 Arrests

On Wednesday September 29, 2010 at approximately 5:02 PM and alert Allen resident observed two subjects attempting to break into a car on Exchange Parkway at the Sam Rayburn tollway. The two suspects were trying to open the doors on the car and could not. The citizen thought this was suspicious and called 911 on his cell phone. At this point the suspects left the area in a gold Nissan Maxima at a high rate of speed. The citizen followed from a safe clear distance until patrol officers stopped the vehicle at Greenville Avenue at Exchange Parkway. The investigation revealed numerous stolen DVD's and a twelve pack of beer from a Kroger store in Plano. The arrested persons were: 1. Chad Tate 18 yoa W/M of Plano 2. Aaron Hanson 25 yoa W/M of Allen.

The Allen Police Department had a promotion ceremony today at 10:00 AM to administer the Oath of Office to five new Police Officers. Chief Bill Rushing and City Manager Peter Vargas spoke to the crowd of over 100 who gathered to see these newest Officers. The new Officers are William Joey Coates of Denton, Texas, Joe Anders of Marshall, Texas, Thomas Craig of Plano, Texas, Kevin Miller of Carterville, IL and Samuel Ramirez of Ciudad Juarez, Mexico.

Officers of the Plano Police Department served arrest warrants on Soccates Augustus Walker B/M 11/19/1988 and Luther Fitzgerald Stinson Jr. B/M 10/18/1992 of Dallas, TX. on Friday August 13, 2010. Investigators from the Allen Police Department obtained arrest warrants for these suspects on Monday August 30, 2010 for the Aggravated Robbery that occured in Allen during the early morning hours of August 9, 2010. Both suspects are currently in custody at the Collin County jail in McKinney, TX. Bond was set at $200,000.00 each.

This morning at approximately 2:28 AM Officers of the Allen Police Department responded to the 1000 block of Redbud Drive to a burglary of a motor vehicle in progress. An alert citizen observed a black male attempting to enter her vehicle parked in the driveway. The citizen called police and gave an excellent description of the suspect. Officers were able to establish a perimeter and capture two BMV suspects( one 18 yoa W/M and one 20 yoa B/M). One suspect is an Allen resident and the other is staying in Allen, but lists an address in Arlington as his residence. This arrest along with several others over the last few days are a result of alert citizens calling in on suspicious activity. If a citizen thinks something is suspicious...call it in. Job well done to the alert citizen and to the responding Officers of the Allen Police Department.

Allen Police Arrest "Wheel Bandit" Patrol District # 2

On Sunday August 8, at approximately 1:40 AM Officers of the Allen Police Department responded to the 500 block of Bel Air Drive to a theft in progress. Three male subjects had removed 4 wheels / tires from a Chevrolet pick-up and were spotted by a neighbor. Officers were called and a perimeter was established as soon as possible. One suspect was located and arrested several houses south of the incident hiding in the bushes. Allen and Plano K9 units tracked the other two suspects all the way to Chase Oaks golf course before the trail went cold. A late model Dodge Durango SUV was removed from the scene. The SUV had two large floor jacks, landscape rocks and several wheels and tires inside. Officers from the Criminal Investigation Division were able to obtain more information from the suspect during an interview.

Allen Police Arrest 2 Burglars

On Saturday, August 7th, at approximately 4pm, Allen Police responded to 820 W. Stacy Rd. (Allen Premium Outlets - District 8) in reference to a vehicle burglary in progress. A hispanic male was observed removing stereo equipment from a vehicle in the parking lot, then left the scene heading southbound on US 75. Officers located and stopped the suspect's vehicle. The subsequent investigation led to the arrest of two suspects and the recovery of the stolen property. K2 Shipment...Stopped in Allen

On August 3, 2010 Officers of the Allen Police Department were called to inspect a suspicious package at a local shipping / mailbox store. The contents of the package did not match the insurance documents that were purchased at the time of shipment. Further investigation revealed approximately 120 packets of "K2" that were marked for shipment to an address in Missouri. Officers were able to track down the owner of the package and issue a citation for distribution of K2. While it is still possible to purchase K2 in parts of Texas, it has been banned in Allen. In the state of Missouri this quantity of K2 would have been a felony distribution.

Today at approximately 7:00 AM Officers of the Allen Police Department responded to the 1400 block of Farmington Drive for a burglary of a motor vehicle in progress. Two W/M's age 18 and one W/M age 16 had broken into a garage to burglarize a vehicle and then broke into a second vehicle in the same neighborhood.

All of the arrested persons are Allen residents who live in the general area of today's incident. The A/P's were transported to the Allen City jail for processing without incident.

"Burglary in Progress" Arrest Patrol District # 11

Officers of the Allen Police Department responded to a "burglary in progress" call in the 1300 block of Sandy Creek Drive at approximately 11:15 PM last night. The home owner reported that he had returned home from grocery shopping and discovered a W/M approx. 30 yoa (unknown to homeowner) in his kitchen. The homeowner chased the suspect into the back yard of the home where the suspect jumped a fence and ran down the alley. Two Allen Police K-9 officers began a K-9 track of the suspect and found him hiding between houses a short distance down the block. The burglary suspect was arrested without further incident. The suspect is an Allen resident who lists his residence in the general area of this incident. Alert Neighbor prevents Burglary of Habitation

On Monday July 5, 2010 at approximately 10 AM an alert neighbor in the 900 block of White River Drive observed two black males climb the rear fence at a home next door. The neighbor called 911 and gave excellent descriptions of the two males who were now inside the neighbor's home. As police officers arrived on scene one male had made his way into a black Lincoln P/U and was attempting to leave the area at a high rate of speed. The other suspect had ran down the street and was captured at a nearby intersection. The suspect who fled in the stolen P/U crashed a short distance away and was arrested at a local hospital after treatment of minor injuries received in the crash. A black female was also arrested at the hospital who had tampered with evidence and who had given false identification to police on the injured suspect. During this criminal episode the home burglary was prevented and the Lincoln P/U was recovered from being stolen on June 26, 2010 in Allen. In the end it was the attention of a "Nosy neighbor" who made the arrests possible. All of APD says Thank you for a job well done.

K-2 and Salvia in Allen

NOTICE TO ALLEN CITIZENS

It has come to the attention of the Allen Police Department that there is a new drug by the name of K-2 that has made its way into Allen. K-2 is a chemical compound that can be sprayed onto potpourri, tobacco, or other organic materials and smoked. This gives the user the same type of high or euphoria that would be found in the active ingredient of marijuana; THC. These effects have been reported to be as much as 32% more potent than those of marijuana. K-2 is completely legal at this time.

In addition to K-2, salvia divinorum, or salvia, is another legal substance that gives the user the same type of high as marijuana. Salvia is a plant that can also be found in Allen.

The Police Department has the full support of the Mayor, the City Council, the City Manager’s Office, as well as other city departments, as we investigate the validity of the full extent and effects of K-2 and salvia. If these effects are proven to be true, the police department will bring this matter before the City Council. At this time, the necessary solution will be presented to the City Council to prevent the possession, manufacture, usage, or distribution of K-2. The solution could come in the form of a city ordinance, working with the state legislature for new laws, or other options.

We ask parents and teachers to warn their children of the unknown dangers of K-2 and salvia. This substance has not been fully researched, therefore side effects and long term effects are unknown.

Allen Police Graduate 18 from Citizens Police Academy

The Allen Police Department held a graduation ceremony for 18 citizens that completed 12 weeks of the Citizens Police Academy. Deputy Chief Robert Flores and Sergeant Jon Felty hosted the graduation ceremony. Citizens who complete the Academy see many different aspects of policing employed by the Allen Police Department. Allen Police Arrest 3 BMV suspects last night

Officers of the Allen Police Department arrested three Burglary of Motor Vehicle suspects during the early morning hours in the 1000 Block of Timberbend Trail. An alert citizen notified Allen Police of a blue Chevrolet P/U parked in the area occupied by two females. Other officers in the area located three male suspects in an alley close by. The officers located six vehicles in the area that had been burglarized. The suspects were arrested and charged with six counts of Burglary of a Motor Vehicle. All suspects listed addresses in McKinney, Texas.

On Tuesday, May 18, 2010 the Allen Police Department received three reports of residential burglaries. The incidents occured during the morning/afternoon hours in the 1700 block of Warm Springs (PD12), 700 block of Creekside (PD11), and the 500 Block of Ridgemont (PD14). The suspects made entry by kicking-in the back door of the residence on Warm Springs, bicycles were taken from an open garage on Creekside, and entry was made to the residence on Ridgemont through an unlocked window.

Burglary of Habitation PD#7 in the 1300 block of Comal Drive. Last night during the early morning hours unknown person(s) entered the garage of a residense through an unlocked side door. A purse and contents were removed from an SUV that was parked in the garage.

Please be reminded that leaving valuables of any type in a vehicle is not a good practise of crime prevention. It is also best to lock all entry doors. Garage burglary happens frequently through open / unsecured doors.

Wheel Theft Alert...20" chrome wheels

Officers of the Allen Police Department request citizens to be alert to suspects who are stealing wheels and tires from vehicles in the early morning hours (b/t 1AM-5AM). MO is taking all four wheels and leaving vehicle on blocks or whatever is close by. These thefts are being done "pit crew" style where four persons work as a team to remove the wheels quickly. During the early morning hours of Monday April 26, 2010, Officers of the Allen Police Department arrested three male teenagers for Burglary of a Motor Vehicle. The arrest occured at approximately 4:30 AM at the intersection of Autumnmist Drive and Orchard Lane. An alert citizen had observed the males looking in cars up and down the street. The citizen called and officers were able to recover property that had been stolen out of eight vehicles in the area. Fatal Crash PD#8

Officers of the Allen Police Department Traffic Division investigated the first fatal car crash of 2010 on Wednesday April 14th at 00:44 AM. It appears that a Georgia motorist traveling southbound on US HWY 75 fell asleep at the wheel striking a rock hauler from the rear. The motorist was transported via air ambulance to Parkland Hospital in Dallas where he was pronounced dead on arrival. The construction site at US 75 and Sam Rayburn (121) directs all southbound traffic into two lanes. Please exercise caution while in the construction zone.

Today...at approximately 4:30 PM a maroon mini-van (possible Chysler) was on Shade Tree Lane placing photo-copied fliers in mail boxes marked "Affordable Benefits". The phone number listed is a cell phone. The subjects in the van were 2 X Black males. It is possible they may be removing mail from the boxes.

Suspect vehicle: Maroon mini-van occupied by two black males. If this van is observed placing anything in mail boxes call the non-emergency number of the Allen Police Department at 214-509-4321. Give as good a description as possible...the van is reported to only have a paper drive out tag.

1700 block Tulare (patrol district 12) Burglary of a Habitation/Vehicle; Possession of marijuana/dangerous drugs

On March 21, 2010, Officers were dispatched to the 1700 block of Tulare in reference to a caller witnessing someone enter her garage and remove property without permission. Investigation led officers to the 1700 block of Mammoth where the officers obtained consent to search the residence for any stolen property. Stolen property from the 1700 block of Tulare and also the 1600 block of Tulare was located as well as marijuana and other drugs. Items of evidentiary value were collected and logged into evidence at the Allen Police Department. Stolen items that could be accounted for were given back to their owners.

A male resident of the home in the 1700 block of Mammoth was arrested for burglary of a habitation x 2, burglary of a vehicle x 2, possession of marijuana >2 oz < 4 oz, possession of dangerous drugs, and warrants. A female was arrested for possession of marijuana >2 oz < 4 oz, possession of dangerous drugs x 2.

During the overnight hours of 3/14/10 to 3/15/10 a Burglary of a Habitation occured on Jeremy Court in Patrol District # 12. Suspects made entry through an unlocked garage door. Both vehicles inside the garage were unlocked and contained the following items: Credit cards, Briefcase, Camera, GPS unit, IPOD and a purse.

The suspects used one of the credit cards stolen just after midnight. Investigators are following up the credit card abuse and have obtained video from the location were the card was used.

Major Crash West Service Road @ Bethany (Patrol District 5)

Currently, the west service road at Bethany Drive is closed for a major crash that just occured. Vehicles exiting from S/B US Hwy. 75 should avoid the Bethany exit. The service road will be blocked for approximately 3/4 of an hour.

Earlier this year the Police and Fire Departments participated in a blood drive competition with Carter Blood Care. This year, the winner was the Police Department (57 pints) for their win over the Fire Department (51 pints). In reality, Carter Blood Care is the true winner with 108 pints of blood collected to be used by those in need. On March 8, 2010 at approximately 11:30PM Officers of the Allen Police Department arrested a 17 yoa burglary of a vehicle suspect in the 600 block of Valley View Drive (Patrol District 14). The W/M suspect was caught inside a car without the consent of the owner. At the time of arrest the suspect had property on his person that linked him to at least two other BMV's that occured earlier in the evening.

On March 5, 2009 a Burglary of a Habitation occured in the 1600 block of Wagon Wheel (Patrol District 9). Items taken were a ladies handbag, jewelry and several items of ladies clothing. Entry was made through an unlocked master bedroom window. This incident occured between 4PM and 9PM. Burglary of a Building (Patrol District #4)

On 03/01/10 at approximately 9:25 PM, two male suspects wearing dark clothing and white gloves forced entry into a business in the 200 block of North Alma Drive. The suspects removed a 50" flat screen television from the business. The suspects left westbound from that location in a dark colored SUV.

passing of K-9 Gelmo

It is with great sadness that Chief Bill Rushing announces the passing of K-9 “Gelmo” on February 24, 2010. Gelmo was a German Shepherd born on December 19, 2001 and joined the Allen Police Department on July 29, 2003. Although Gelmo was highly effective in serving the Department and the City of Allen in suspect apprehension, tracking, searches, and narcotics detection, he had a temperament that made him very effective in demonstrations for our children. This is the mark of a truly well trained police K-9. Gelmo, along with his handler Officer Courtney, also provided demonstrations to the Citizens Police Academy to give our citizens a front row look at their K-9 Unit.

Chief Rushing stated, “K-9 Gelmo never asked for much, never asked for a day off, never asked for a raise, and never complained about his working conditions. He brought calmness to a situation that needed to be calmed, and provided protection to his handler in high risk incidents. He was truly an integral part of our department and community.”

As the Department moves forward, please remember that K-9’s are a part of our police family. Due to the specialized abilities of our K-9’s, we honor their service to our community. Our community has a great interest in the K-9 Unit, and we wanted to share our loss with them. Gelmo’s tour of duty came to an end on February 24, 2010, but he will never be forgotten by his handlers, the men and women of the Allen Police Department, and the community to which he served.

Burglary of Habitation Patrol District 4

Yesterday between the hours of 8AM / 7PM two houses were burglarized near the intersection of North Alma and Excahnge Parkway. Several items of jewelry, laptop computers and a firearm were taken. Suspect information is a white male 5'11" wearing a gray ballcap, red sweatshirt and blue jeans who was approximately 20 years of age.

Attempted Robbery - Patrol District 4 (Sonic)

On Monday February 22 at approximately 10:10 PM a black male attempted to take a Sonic (1300 block West McDermott Drive) employee's change belt. The suspect was a black male wearing green shorts and a black hoodie. The suspect was approximately 5'10" to 6'0" tall and was last seen running north across the Kroger parking lot. The employee received minor injuries during the attempt but did not require medical treatment.

Burglary suspects arrested

BURGLARY ARRESTS 10-9670

On Tuesday, February 23, 2010, at approximately 0152 hours, officers with the Allen Police Department were dispatched to 170-2220 East Stacy Road, Toys ‘R Us, (patrol district 10) in reference to a burglar alarm. Upon arrival, officers observed forced entry into the business and an undetermined amount of property removed. Approximately 3 hours later, officers with the Allen Police Department were dispatched to 820-314 West Stacy Road, Vans Off the Wall, (patrol district 8) in reference to a burglar alarm. Upon arrival, officers observed forced entry into the business and an undetermined amount of property removed.

Investigation lead to possible suspects, and officers located the suspects at a residence in the 300 block of South Jupiter Road in Allen, Texas. The suspects were identified as Marshall Travis Lamb, W/M, DOB 03-29-81, and Shemsetia Chaission, B/M, DOB: 10-14-88. Officers obtained voluntary consent to search the residence and found numerous items that were consistent with being stolen from the two businesses that were burglarized earlier this date. Property that was believed to be stolen from burglaries from Plano, Texas was also located in the residence. Both suspects were placed under arrest for Burglary of a Building X 2 (Felony-State Jail), and taken to the Allen Police Department for booking and further investigation. The Plano Police Department will be conducting an independent investigation in reference to any burglaries in their jurisdiction.

The property that was believed to be stolen was removed from the residence and taken to the Allen Police Department where it was booked into evidence for further processing.

wheels and tires stolen from 3 vehicles over weekend

During the nighttime hours of Sunday, February 21, 2010, wheels/tires were removed from three (3) vehicles. The locations of the vehicles were the 1200 block of Collin Drive (patrol district 14), the 1400 block of Cool Springs (patrol district 4), and the 1400 block of Constellation (patrol district 4).

Your Police Department at Work

On Tuesday, February 16, 2010, at approximately 0145 hours, officers with the Allen Police Department observed a suspicious vehicle in the 200 Block of West Central Expressway South (Patrol District 1). Upon further investigation, officers located a flat screen television in the back of the trunk with broken mounting brackets. The occupants of the vehicle had glass shards on the soles of their shoes. The officers believed that they occupants of the vehicle had broken a window and stolen the television, and therefore placed the occupants of the vehicle in investigative detention until more information could be gathered. Investigators were called to the scene and were able to determine that the television was stolen from a business in Plano, Texas. Investigators from Plano are currently working on obtaining a warrant for the arrest of the suspected burglars.

Weekend Vehicle Burglaries

During the nighttime hours of Friday, February 12, two vehicles were burglarized in the 800 block of Ashley Lane. Both vehicles were parked in the rear of the residence. One vehicle was left unlocked and unknown suspect(s) removed a wallet from the vehicle. The other vehicle was entered forcibly and unknown suspect(s) removed a wallet from the vehicle.

Most car burglaries are crimes of opportunity. Help lessen the chances of being a victim of crime by removing the opportunity: please remove all valuables from your vehicle.

I need a police report, now what?

Being the victim of a crime is something none of us want to face, but if the unfortunate should happen here are some things you can expect from your Police Department.

First and foremost, when you call the Police Department, know your location. This means that it is a good idea to be aware of your surroundings at all times. If you call in on 9-1-1, the communications center has no information about your location.
If you think the suspect may have left evidence, don’t touch it. The officer will try to take fingerprints, take pictures, and gather any evidence that they can, but keep in mind television shows take many artistic liberties that just aren’t possible in real life.
If you had property stolen that has a serial number on it, have that information ready for the police if you can. This number can be entered into a computer system and can aid in recovering your property.
The officer is going to ask you some questions that may seem obvious such as did anyone have permission to take your property, or when someone hit you did you feel pain. These questions are asked in order to satisfy the elements of the offense for which you are making a report.
You will be asked to write a statement.
It takes 2 or 3 days for the case to be assigned to an Investigator. An Investigator will contact you within 10 business days. The officer should give you a service number to the report, keep this number handy.

Drug Prevention "Monkey Water"

Monkey Water: Heroin is a white or brown crystal-like soluble powder. The color depends on its origin: Mexican heroin is brown, Middle Eastern and Asian is usually white.

Currently, in the metroplex and in Allen "Monkey Water" refers to heroin that appears to be brown water. Usually concealed as eye drops or contact lense solution to avoid detection. This type of heroin is targeted at the teenage population. If you hear teens refering to "Monkey Water" they may be discussing the latest term for an old enemy.

Robbery just occurred at Bank of Texas (1320-B West McDermott Drive) inside of Kroger’s

A Hispanic male, last seen wearing a green rain coat, blue jeans, black tennis shoes, and sunglasses displayed an unknown type weapon at the Bank of Texas located inside the Kroger’s store at 1320-B West McDermott Drive. It is unknown at this time if any property or money was taken from the bank. If you should see an individual matching this description, please do not approach him and call 9-1-1. He is considered armed and dangerous. Officers and Investigators are on the scene at this time.

Dangerous Roadway Conditions

Reminder--the roadways are dangerous today due to winter weather conditions. According to the weather radar, the worst is yet to come. Up to 5 inches of snow is expected to accumulate on the roadways just in time for rush hour. Temperatures are expected to hover in the low 30’s throughout the day with an overnight low in the upper 20’s. Please take extra time and precautions as you are driving this morning and especially on your commute home this evening.

When do I use 9-1-1?

The implementation of the 9-1-1 calling system was a great advance in public service. However, there are those that don’t truly understand when the use of 9-1-1 is appropriate. In the event of a true emergency, 9-1-1- is the way to go. There are other times when the use of the non-emergency number for Police and Fire services are appropriate. The Police and Fire Departments are BOTH dispatched from the same Communications Center, so one non-emergency number will get a response from either. That number is 214-509-4200 or 214-509-4321. If you have a true, life threatening emergency use 9-1-1.

Also—if you need the Police or Fire Department NOW, don’t use tip411. Call 9-1-1 or the non-emergency number depending on the circumstances.

The Allen Police Department is committed to providing quality services for everyone, but when a 9-1-1 line and a Communications Technician are tied up with a non-emergency call, true emergencies may have to wait a precious minute or two longer to receive needed services. We all have to work together to maximize our resources.

Starcreek Stolen Vehicle Recovered

On 01/11/10 a vehicle was stolen from the 900 block of Thornbury Court. The vehicle was recovered in good condition in Garland on 01/13/10. This vehicle was likely involved in another criminal episode involving a burglary of the Starcreek Amenities Center. The stolen vehicle is a late model, black Lexus ES350 sedan.
