Beware of Scams

We at C-11 are cautioning people to aware of both mail and telephone fraud. These frauds or scams occur when individuals misrepresent foreign banks, insurance companies as well as foreign governments in attempt to entice victims into believing they are going to be recipients of large amounts of money

Nigerian, Jamaican Advance Fee Fraud Overview

The perpetrators of Advance Fee Fraud are often very creative and innovative. Most of these scams have originated from Nigeria and other African nations, but these types are scams are now being seen to be originating in every other country around the globe.

Unfortunately, a large number of victims are enticed into believing they have been singled out from the masses to share in multi-million dollar windfall profits for doing absolutely nothing. It is also a misconception that the victim's bank account is requested so the culprit can plunder it -- this is not the primary reason for the account request -- merely a signal they have hooked another victim.

In almost every case there is a sense of urgency.

The victim is enticed to travel to Nigeria, Jamaica or a border country.

There are many forged official looking documents.

Most of the correspondence is handled by fax or through the mail.

Blank letterheads and invoices are requested from the victim along with the banking particulars.

Any number of fees are requested for processing the transaction with each fee purported to be the last required.

The confidential nature of the transaction is emphasized.

There are usually claims of strong ties to government officials.

A government agent or an employee residing in the U.S., London or other foreign venue may claim to be a clearing house bank for the Central Bank of the particular government.

Offices in legitimate government buildings appear to have been used by impostors posing as the real occupants or officials.

Just remember if it is too good to be true, it most likely is…

Following is a copy of Advance Fee Fraud letter:

Lagos, Nigeria.
Attention: The President/CEO

Dear Sir,

Confidential Business Proposal

Having consulted with my colleagues and based on the information gathered from the Nigerian Chambers Of Commerce And Industry, I have the privilege to request your assistance to transfer the sum of $47,500,000.00 (forty seven million, five hundred thousand United States dollars) into your accounts. The above sum resulted from an over-invoiced contract, executed, commissioned and paid for about five years (5) ago by a foreign contractor. This action was however intentional and since then the fund has been in a suspense account at The Central Bank Of Nigeria Apex Bank.

We are now ready to transfer the fund overseas and that is where you come in. It is important to inform you that as civil servants, we are forbidden to operate a foreign account; that is why we require your assistance. The total sum will be shared as follows: 70% for us, 25% for you and 5% for local and international expenses incidental to the transfer.

The transfer is risk free on both sides. I am an accountant with the Nigerian National Petroleum Corporation (NNPC). If you find this proposal acceptable, we shall require the following documents:

(a) your banker's name, telephone, account and fax numbers.

(b) your private telephone and fax numbers —for confidentiality and easy communication.

(c) your letter-headed paper stamped and signed.

Alternatively we will furnish you with the text of what to type into your letter-headed paper, along with a breakdown explaining, comprehensively what we require of you. The business will take us thirty (30) working days to accomplish.

Please reply urgently.

Best regards

Recent Increase in Robberies

The Area C-11 Community Service Officers wish to remind our community members that during the upcoming Holiday season we experience an increase in street robberies. Once again we caution people not to make themselves potential victims. We urge residents leaving from the T stations or anywhere else to take off their headphones and not be talking on their cellphones, remember you cannot call the police if you are talking to a friend. Please program the Boston Police Dispatcher into your cellphones (617 343-4911) if an emergency call is necessary. Savin Hill is an area where this spike in robberies has occurred and if any resident would like more information on how to safeguard themselves please call us at 617 343-4524.
Dorchester Residential Burglaries

Area C-11 has recently experienced an above average occurance of residential burglaries. Some simple steps can be taken to decrease your chances of becoming a victim.

The recent heat wave has resulted in every available air conditioner to be stuck into a window as fast as possible. Remember, homes are entered by pushing the a/c unit away from the window, double check that your a/c unit is securely fastened.

Keep doors and windows closed and locked at night

Keep outside lights on at night

If you observe suspicious behavior on your street call 911

          Join your neighborhood Crime Watch

For further information contact the C-11 Community Service Officers at 617 343-4524

Robbery Deterrence Considerations

Deterrence issue to consider for commercial establishments:
•	Keep your front doors and windows clear of signs, shrubs and posters to allow good, two way visibility. Employees can see suspicious persons outside. Passers-by and police can see inside.
•	Keep the outside of your business well lit at night, proper lighting can deter crime.
•	Install a peephole in the backdoor when feasible.
•	Greet all customers, this reduces their anonymity and lets potential robbers know you are paying attention.
•	Make sure your cash register area is clearly visible to outside observers.
•	Practice good cash control. Keep a minimum amount in your cash drawer and make regular drops into a time-controlled drop safe.
•	Advertise outside that you keep a minimal amount of cash in the register and that you will not accept large bills.
•	Don't keep large bills under the cash drawer, keep them in a time-controlled drop safe.
•	Use video camera surveillance and make it well known, with surveillance monitoring offsite or with tapes locked in secure equipment.
•	Advertise your security alarm system with signs in visible locations, and test the system periodically to make sure it is in working order.
•	Consider use of security personnel during high-risk times of the day or night.
•	Always have at least two clerks working at night.
•	Vary your banking routine. Vary the times and routes that you use to go to the bank. Carry deposits in a variety of ways - a pizza box, attaché case, flight bag, pocket, etc. Money bags are obvious.
•	Consider deposits being picked up by armored car services.
•	Consider a ‘bait-pack’ of fake money that contains permanent dye.
•	Make deposits as often as possible, never less than once a day.
•	Be alert for "customers" who seem to be loitering or glancing around the restaurant, or asking what time you close.
•	Watch for suspicious persons outside the business - especially when people park to the side of the restaurant and watch your operations.
•	If you see someone who is acting suspicious inside or outside, call the police to have them checked out. Employees should be suspicious when people enter the restaurant in a group, then split up and one stands near the door, or when people stay longer than normal near closing.
•	Two persons should be on hand at opening and closing times.
•	At opening time, one person should enter the store and check to see if it has been disturbed.
•	Before closing, one person should check the office, back rooms and rest rooms to make sure no one is hiding inside.
•	Keep back doors locked. Have employees use the main entrance, if possible.
•	Consider locking all entrance doors later at night, forcing entrants to knock on doors, allowing employees to make decisions on allowing entrance.
•	Don’t take out trash or perform outside activities after dark.
•	Place markers at the main entrance that employees can use to help gauge the height of a robber as he leaves.
•	Change combinations on keyless pad entry doors after termination of any employee that had access to that code.
•	Inform employees of the location of alarm buttons that will signal authorities in cases of emergency. Use only when it can be done without additional risk.
•	Develop a mutual aid system among stores on your block. Agree to keep an eye on each others’ buildings and watch for suspicious activities.
•	Consider posting notice signs on entrance doors that state: For the Safety and Security of all customers and employees we kindly ask that you REMOVE HATS, HOODS, HEADGEAR, and SUNGLASSES before entering our facility. (examples of these signs are available on the Pizza Hut website)

Cops help strike out a father-and-son drug team

The following are a few brief examples of the incredible work of a few brave men and women of the BPD, who are expected to perform the impossible, while dealing with the insane, irrational, irresponsible and the improbable and they do it with an insight and intelligence that is truly inspiring as well as other words that begin with the letter "I."

June 18, 9:30 a.m. - 9:43 p.m.

Days before this incident took place, members of the Immigration Customs Enforcement Task Force along with members of the BPD citywide drug control unit gathered information pertaining to a shipment of baseball bats that were being shipped from Memphis, Tennessee to a sports memorabilia store in Saugus. From there the bats were to be obtained by a man or his son, both with Dorchester and Roxbury addresses. But unbeknown to the storekeeper, three out of five bats were hollowed out and replaced with a brown substance. No it wasn't cork and no, it wasn't Sammy Sosa expecting the delivery. The substance was a light brown powder called heroin, 120 grams of the stuff to be exact. So the detectives replaced the narcotic filled bats with regular Louisville sluggers, then waited for someone to pick them up. Soon after, a friend of the father and son drug dealers skipped into the store with his girlfriend and took possession of the bats. The duo was followed to a hardware store where they purchased a saw, then they headed to their Dorchester drug den (which was the scene of a huge drug and firearms bust months earlier), located at 18 Moseley St., second floor.

The detectives stopped the two dealers before they could get out of their Chrysler and took from them the phony bats as well as phony driver's licenses. Then Sgt. Detective Mike Feeney (an expert in electronic hiding devices) activated a hidden compartment behind the Chrysler's passenger seat and out plopped two bags of cocaine (just like the Fonz starts a jukebox?). Both driver and his hugger were arrested, but it gets better. The detectives secured a warrant for the Moseley St. premises and once inside the detectives found cameras hidden in the fire alarms, scales, baggies, heroin press frames, $4,700, the whole nine yards, plus a modified battery charger which piqued Sgt. Detective Feeney's interest. The good sergeant hooked the battery up to hidden connections in a front bedroom window molding and magically a compartment located at the top of the window opened and inside was a drug press, a .25 caliber loaded Bauer handgun, handcuffs, more ammo, a small amount of cocaine and a plastic bag containing an additional 120 grams of heroin. If it worked once why not try it again, and in another bedroom a similar hidden window compartment revealed a large bag that contained 180 grams of cocaine. Three days later papa drug dealer stepped off a plane at Logan Airport and was arrested for trafficking in heroin and cocaine as well as firearms charges and possessing false Registry documents. Four arrests in all and a large scale drug ring put out of business. Batter up!

May 24, 11 a.m.

A day earlier a postal inspector at the Boston General Mail facility was routinely walking his canine partner "Tracer" through the shipping area where Tracer (trained in sniffing out narcotic substances) hit upon a package with a fictitious Houston, Texas return address. The parcel weighed over four pounds and was scheduled to be delivered to 91 Coleman St., God's Country, MA the next morning (24th). The next morning at 11 a.m. BPD drug detectives took up their posts and waited for an undercover postal inspector to deliver the package. When it arrived a 32-year-old man from Hendry St. alighted from a nearby running Mitsubishi Montero and told the inspector that the package was his friend's inside of 91 Coleman St. but not to worry because he had a key and he would go inside and wake up his good buddy so he could accept their, oops, I mean his friend's package. Seconds later the guy from Hendry St. was joined on the front steps by his 38-year-old pal from the Coleman St. address, who were soon joined by half a dozen Boston cops who swooped in as soon as knucklehead signed for the delivery. Inside the package was over a pound of cocaine and over two pounds of marijuana. The attempted deal took place 119 feet away from St. Peter's grammar school. Both were charged with trafficking in cocaine and numerous other offenses. Thank you, Tracer.

August 3, 3:50 p.m.

From July 28th to August 3rd there were several incidents involving a young male 13-16 years of age, sometimes on a bike accosting females in the Shawmut MBTA area, St. Mark's Church area and the King St.-Florida St. area. This sick little so and so started out with lewd remarks to female passersby and then gradually escalating his behavior to following women home and exposing himself to a couple of victims. Finally on August 3rd with his bravado soaring to new heights the suspect put on a command performance on the front porch of a King St. victim and officers Pat Rose and Shawn O'Neil in the C-11 plainclothes car were called to investigate. The officers were given a description of the suspect by yours truly who received information about the suspect from local residents just minutes earlier. The officers found the diminutive dimwit dancing along at St. Mark's Rd. and Florida St. where he was stopped and positively identified by two outraged victims. He was charged with four counts of lewd and lascivious behavior, four counts of indecent exposure, three counts of trespassing, two counts of accosting and other charges may be filed as additional victims come forward. The suspect is 14-years-old. Let's hope that his treatment includes daily doses of saltpeter in his Captain Crunch and that he learns to treat women with respect and not with contempt.

14-years-old.

Advisory Concerning Delivery Driver Robberies

All citizens and businesses are reminded that the typical robber is a young male(s), may threaten that he has a weapon, and often use the same delivery locations or cell phones to rob employees of different restaurants. Always use caller ID; allow drivers to carry a maximum of ten to twenty dollars; maintain a firm policy on cell phone orders; decline any pay phone or unknown cell phone deliveries; post any addresses where any problems have occurred. Park in a well lit area if possible. Carry a flashlight; keep a street map of problem areas; never leave the car running or unlocked; if the employee finds the delivery address unlit, lock your doors and call the customer and/or the employer. Be familiar with the streets in the area, especially dead ends and one ways. Do not hesitate to call 911 with any information concerning a suspicious situation.
If confronted, comply with the suspect's demands; if possible make note of facial features, clothing, approxiamte age, gender, height, weight and build. Any scars, tattoos or visible injuries. Pay attention to how the suspect(s) speaks. Do not engage the suspect in a pursuit; note the direction and method of travel, type & color of vehicle; type of weapon.

Excerpts from Officer Mike Keaney's most recent Dot Reporter Article

Some days, they make this job too easy
I sit here nervously watching the seconds tick past. It's that time again. The trading deadline is fast approaching and I have heard the rumors. The one where I'll be traded to District A-1 for a cadet to be named later. But for now there is only silence. Oh no; the phone's ringing! Oh, it's only my sister Tricia. I'd rather shove an ice pick into my ear drum than answer this call. While I wait, let's discuss a couple of recent reports. These reports deal with morons of the highest caliber, who all they had to do was either do what they were told or simply not draw attention to themselves. But noooo.

April 22, midnight

A call was placed complaining of a gang on Melbourne St. across from Wainwright Park. On arrival, the group was told to take the field trip some place else. All but one nitwit left the corner, but said nitwit suddenly ran behind 20 Melbourne St., which has a large "No Trespassing" sign attached to the side of it. The 20-year-old Dorchester Rhodes Scholar was captured as he attempted to double back through the alley. He was charged with trespassing, as well as possession of the .380 caliber handgun he tried to discard. All he had to do was leave when told to do so.

July 23, 6:53 p.m.

Officers Ryan and Boylan were in the area of Ronan Park when they saw a Toyota Camry with two men in it, parked in a tow zone at Fox St. and Mount Ida Rd. The officers approached the vehicle to tell the driver to move to a legal spot. The driver got out of the car and the officers observed a large Bowie knife sitting on the driver's seat. The driver informed the officers that he had another knife in his pants. So after the pat frisk of the suspect's outer clothing, the officers could not find the second knife, but they did find 3 bags of marijuana stuffed into his pockets. Just incredible stupidity. His buddy, who was also one brain cell short of a pair, had a large bag of pot on him. Both were cahrged with possession of a Class D substance.

All the driver had to do was park in a legal spot the first time. Then, move to a legal space when told to by the officers. What possessed him to tell the officers that he was carrying a second knife that didn't exist? Just think, some people want to legalize pot.

June 18, 11:23 p.m.

Several officers responded to the area of Olney St. and Rosseter St. for a report of a stabbing. On arrival no victim was found, but a large amount of blood was staining the sidewalks leading toward Olney St. so a crime scene search was set up. Officer Harte manned the perimeter near 128 Olney St., and while there he observed three falling down, drunken males enter a red Volkswagen and attempt to drive away. The officer prevented them from leaving. When help arrived, Officer Harte opened the driver's door and caught the inebriated s.o.b. as he fell out of the door. The driver explained that he didn't have a license and he only had a few drinks at a local pool party. He wasn't lying about the pool party, as he was soaking wet from head to toe. The drunk in the back seat had a bag of pot in his pocket, so he joined his friend in the back of the C-11 wagon. Then the drunken front seat passenger made it a trifecta when Sgt. Horan found a black Smith and Wesson .380 caliber handgun with obliterated serial numbers and a full clip.

The three Roxbury men were all arrested on a variety of felony charges including possession (unlawful) of a firearm and impersonating a lifeguard. The driver's blood alcohol reading was .16, or twice the legal limit of intoxication. That must have been some kind of pool party.

July 3, 3:21 a.m.

A concerned citizen called 9-1-1 to complain about a bald man in a black Explorer, who was "tagging" or spray painting graffiti on property in the 1200 block of Dorchester Ave. When officers arrived on scene, they could see the word "Life" painted in a purple velvet color on a building. Also, a bald man was entering a black Explorer nearby. The man was asked if he (the lone bald soul driving a black Explorer) had anything to do with the vandalism and he replied, "No, I'm just chillin.'" But the officers couldn't help but notice several cans of spray paint in the truck's back seat, as Yul Brynner's hands covered in purple paint. The 29-year-old Quincy resident (don't they have buildings in Quincy?) was arrested for damage to property.

Congratulations to the Dorchester Board of Trade for finally avenging years of humiliating defeats when they beat C-11 13-9 in softball at Dorchester Park's Family Fun Day. I couldn't help but notice that the year the DBOT finally wins is the year that Eddie Crowley doesn't play. Hmmm. Anyway, as always a great job by a great lady. Jane, take a bow.

Armed Robbery

on July 25, 2006, at approximately 11:10 PM, a local pizza delivery employee was the victim of an armed robbery in the area of 67 Church Street, Dorchester. The two suspects are both black non-hispanic males; #1 is about 18 years old, 6-01" slender build with dred locks, a dark colored hat and dark colored clothing. #2 approximately 18 years old, black hair, has a stocky build wearing dark clothes, no further. When the delivery employee arrived at 67 Church Street, he was approached by the two suspects; one of the perpetrators produced a knife and robbed the victim of $40.00 cash and the food valued at $31.00.
All citizens and businesses are reminded that the typical robber is a young male, may threaten that he has a weapon, and often use the same delivery locations or cell phones to rob employees of different restaurants.

Larcenies from Motor Vehicles

All citizens are respectfully reminded to be aware of securing valuables from their motor vehicles. Often, larcenies and carbreaks can be prevented by not leaving any electronic equipment such as laptop computers, iPods, cell phones, Gameboys and Blackberries in plain view inside of a car or truck. Also, purses and shopping bags containing purchases should be removed from vehicles as well. Don't leave it to chance; that extra minute of effort may save an individual a substantial amount of money and frustration.
